Anthropic CEO Dario Amodei urged slower AI development under a three-part oversight plan, drawing rival support but raising questions over enforcement, competition and economic costs.

Amodei called on Sept. 12 for the pace of AI development to slow, a position backed by OpenAI CEO Sam Altman and Elon Musk. Former Anthropic researcher Jacob Coxon told the broadcaster the people building advanced systems were “genuinely frightened” about humanity’s future.
Amodei proposed independent monitoring of models during development, industry-wide rules and global regulation. The plan addresses oversight, but it does not resolve who would enforce limits or how rival companies and countries would be prevented from continuing development.
The international race is a central obstacle because the United States is focused on staying ahead of China, while companies fear a unilateral pause would leave them behind. On Sept. 13, President Donald Trump said the U.S. led China in AI. “Whoever wins AI, wins,” he said.

Ed Zitron, CEO of EZ Primary Research, said the proposal remains too vague to judge. “Nobody has given a substantive explanation of what ‘slowdown’ means,” he said, adding that freezing model training could allow Chinese labs to catch up and copy stalled products.
Zitron also warned that weaker development could change pricing and damage already fragile AI economics. “This could burst the bubble,” he said, arguing that the industry still lacks a practical definition of slowdown.
The uncertainty extends beyond safety policy. Synthesia executive Alexander Voica said regulators still do not know how increasingly capable systems will be used, warning that rushing regulation “could actually backfire,” while Sustainable AI founder Sasha Luccioni said corporate incentives concern her more than existential risk.
In Britain, AI is being promoted in health care, workplaces and economic policy, making any broad slowdown a growth question as well as a safety question. Computer scientist Wendy Hall said companies should be responsible for keeping systems under control, comparing the issue to a farmer failing to contain a destructive bull.
Skepticism also runs in the opposite direction, with Capital Research Centre researcher Parker Thayer alleging a political effort to “regulate AI into oblivion,” an argument the BBC described as extreme and unproven. The debate now spans safety, national competition, investment and corporate responsibility, with no shared mechanism for deciding how much slower development should become.
The shift is notable because the first global AI safety summit at Bletchley Park in November 2023 focused heavily on extreme risks that many observers then considered distant. Three years later, leading AI executives themselves are publicly discussing slowdown, even as the same unresolved questions over jobs, regulation and control remain.
