The Bank of Russia has introduced new regulations that simplify the process for individuals seeking qualified investor status, broadening access to a wider range of financial markets. The updated rules allow applicants to use approved local investor certificates, reducing reliance on international qualifications.

New certification pathways for investors

Under the revised framework, individuals can now meet the requirements for qualified investor status by passing a financial knowledge test and obtaining certification from recognized Russian organizations. The approved documents include the Qualifin Certificate, issued by the National Finance Association, as well as the Moscow Exchange Investor Certificate. Brokers and management companies are permitted to accept these documents as sole proof of an applicant’s qualifications.

Previously, the system focused mainly on international credentials in fields such as financial analysis, investment consulting, asset management, and risk management. By shifting to locally recognized certificates, the central bank aims to make qualified investor status more accessible to residents without compromising knowledge standards.

The Bank of Russia serves as the country’s central monetary authority, overseeing financial stability and regulatory policy across the Russian Federation.

Deputy Governor Mikhail Mamuta stated that the new approach prioritizes applicants’ understanding of risk and the workings of complex financial instruments, rather than simply increasing numbers of qualified investors. He emphasized the importance of investor education in the certification process.

Context of changing crypto regulations

The regulatory adjustment comes as Russia prepares to implement stricter rules for non-qualified investors in cryptocurrency markets. Starting August 31, non-qualified individuals will be permitted to purchase up to 300,000 rubles, approximately $3,800, in digital assets per year through a single licensed provider.

In contrast, those holding qualified investor status will face annual crypto purchase limits ten times greater than non-qualified investors. The easier path to certification may provide more individuals with access to expanded crypto trading, provided they meet the knowledge standards set by the central bank.
