New Rules for Cross-Border Transfers
Binance is rolling out new disclosure requirements for Brazilian users making international crypto transfers, with the changes taking effect on November 1, 2026. The exchange will require additional details for specified international transfers under a central bank resolution.
Customers sending crypto abroad or receiving it from nonresidents must disclose the purpose of each transfer and identify the counterparty type.Users must complete a questionnaire before they can submit a withdrawal.Deposits may remain pending until the required information is provided and, in some cases, may be returned if details are incomplete.
The requirements apply to transfers involving users' own accounts abroad, nonresident individuals or companies, foreign exchanges, and self-custody wallets.For self-hosted wallets, users need only confirm ownership.Business accounts must also identify whether a counterparty belongs to the same economic group.
Transaction Limits and Regulatory Context
Transfers below $50,000 use a list of 10 purposes, while larger amounts use 96 categories.International transfers involving counterparties that are not institutions authorized to operate in Brazil's foreign exchange market will be limited to $100,000 per transaction.That limit may rise to $500,000 after advance notice.
Binance will report the transactions monthly to Brazil's central bank under Resolution BCB No. 521/2025, which brings international virtual-asset transfers into the country's foreign-exchange framework. Importantly, the disclosure requirement is separate from the travel rule, which is planned to cover domestic transfers in 2027 and international transfers in 2028.
Transfers between Brazilian residents are excluded from the new rules, meaning only cross-border activity triggers the added compliance steps.
