Bitget (@bitget) is pressing ahead with plans to enter the United States market, and CEO Gracy Chen (@GracyBitget) says congressional inaction will not stand in the way.

A Decision Already Made

Bitget is preparing to enter the United States after years of keeping its distance. In an interview on The Starting Block podcast, Chen said: "With or without the Clarity Act, Bitget has already made a decision to enter the U.S. market."She added: "We've stayed away from the U.S. market pretty much since day one."

To get there, the offshore exchange is seeking the necessary regulatory licenses and plans to launch a separate US entity. Chen said passage of the CLARITY Act could make Bitget's licensing process a bit easier and clearer, but would not change its expansion plans either way.

She highlighted that the CLARITY Act could simplify fragmented state-by-state compliance requirements for crypto exchanges expanding into the US market. The act could give US crypto exchanges a dedicated federal registration route for spot digital commodity trading, replacing the current mix of state money-transmission licenses, commodity rules, and securities regulations, which is expensive, fragmented, and frequently uncertain.

Legislation Stalls as Deadline Looms

Chen's caution about the bill's timing appears well-founded. The Senate Banking Committee advanced the CLARITY Act by a vote of 15-9 on May 14, 2026. But progress since then has been slow. After a long stretch without breakthroughs, insiders say a new draft may emerge in a final push for late-July action, though it still lacks bipartisan buy-in, and some in the crypto industry's Washington circles have begun to express private uncertainty about the bill's survival.

Chen warned that if the legislation is not approved before summer, political tensions ahead of the midterms could delay progress further.Congress is racing to salvage a bipartisan deal on crypto market structure as ethics demands, yield disputes, and law enforcement concerns threaten to stall the bill before the August recess.

For Bitget, the legislative uncertainty changes little. The exchange's US push is moving forward on its own timeline, with or without a federal framework in place to greet it.
