Bolivia is technically evaluating whether to integrate USDT into its national payment system, according to Economy Minister José Gabriel Espinoza. The proposal would allow the stablecoin to circulate formally alongside the U.S. dollar and the Bolivian boliviano. According to CriptoNoticias, the review follows growing USDT adoption during the country's prolonged foreign currency shortage.

Government Reviews Regulatory Framework

Espinoza said Bolivia currently permits the use of digital assets after lifting its previous ban. However, he noted that authorities still need a comprehensive regulatory framework before formally incorporating USDT into the payment system.

According to Espinoza, officials are technically assessing how USDT could function as another recognized currency within everyday payments. The review aims to move stablecoin use into a formal regulatory environment.

However, the minister also highlighted Bolivia's position on the Financial Action Task Force gray list. Therefore, regulators must establish stronger safeguards against money laundering and other illicit financial activity before proceeding.

Banks Already Offer USDT Services

USDT usage expanded across Bolivia during 2024 as access to foreign currency became increasingly difficult. According to CriptoNoticias, businesses also used the stablecoin for fuel purchases during that period.

Meanwhile, institutional adoption has continued through the banking sector. Banco Unión integrated USDT into its Yasta electronic wallet on April 29, 2026. During the same month, Banco FIE introduced a Crypto Account allowing customers to buy and sell USDT through its mobile application.

According to CriptoNoticias, Bolivian banks also signed agreements covering regulated USDT use during 2025. In addition, several businesses already use the stablecoin as a unit of account.

Digital Asset Plans Continue Expanding

Following President Rodrigo Paz Pereira's inauguration in November 2025, Espinoza reaffirmed plans to integrate digital assets into Bolivia's formal banking system. The proposal would allow financial institutions to offer savings accounts, loans, and credit cards linked to digital assets.

Reacting to this, Tether Chief Executive Officer Paolo Ardoino said USDT continues gaining importance across emerging market economies. He stated that the stablecoin is becoming "more and more used as a corner stone within several emerging markets economies."
