SPI Calls for Immediate Senate Floor Vote

The Solana Policy Institute (SPI) has formally written to Senate Majority Leader John Thune and Minority Leader Chuck Schumer, urging both to schedule a floor vote on the Digital Asset Market Clarity Act before Congress breaks for its August recess. In a letter dated July 28, 2026, SPI President Kristin Smith said the bipartisan legislation is ready for consideration after years of work across both chambers.

"Passing the Clarity Act would give American builders, institutions, and consumers the certainty they need to compete globally and thrive domestically," said Smith and CEO Miller Whitehouse-Levine, adding that "a floor vote brings this bill one step closer to the President's desk for signature."

The letter highlighted that Solana led the world in new developer growth in 2024, expanding 84 percent year-over-year, and argued that the existing financial regulatory framework was designed around intermediaries such as brokers, custodians, and exchanges, while blockchain networks operate under a different model. SPI contends that without a clear federal framework, those developers lack the legal certainty to continue building in the United States.

A Narrow Window and Uncertain Democratic Support

The Senate has until the first week of August to try to get votes on several legislative measures before attention shifts to election season in November, making it harder to advance bills.While the bill would not become immediately defunct if it failed to pass before the August recess, it would have to wait until after the elections to return to the Senate for a final vote, and the outcome of those elections could change the legislature's priorities, making it much harder to push through.

In an interview with Fox News, Thune laid out his priorities, saying "we'll probably have a vote on the Clarity Act, which is the digital assets bill legislation that's in front of the Senate." However, the path to passage is far from clear. The bill still needs at least seven Democratic votes to clear the Senate's 60-vote threshold, with key supporters making their backing conditional on unresolved issues.

The main sticking point is ethics: Republicans' updated draft has been dismissed by Democrats as not a serious effort.Sens. Angela Alsobrooks and Ruben Gallego, the only two Democrats to vote for the bill in committee, both said they oppose the version released last week because the ethics provision is not strong enough.Senators Mark Warner and Catherine Cortez Masto have tied their floor support to law enforcement's sign-off on a separate contested provision.

The CLARITY Act has successfully passed the House and cleared both Senate committees, but it has yet to be brought to the Senate floor, and according to prediction market platforms, the probability of the bill being enacted in 2026 remains below 50%. SPI and a growing coalition of industry groups are pressing leadership to begin the floor process regardless, arguing that durable market-structure law has no substitute.
