Coinbase chief Brian Armstrong has accused the Wall Street Journal of preparing a misleading report about his CLARITY Act role. According to Armstrong’s X post, the report may portray him as partly responsible for the bill’s unsuccessful Senate vote.

However, he rejected that narrative and described the publication as hostile toward Coinbase and the proposed cryptocurrency legislation. Armstrong argued that previous coverage repeatedly reflected positions promoted by banks opposing provisions within the regulatory framework.

He also maintained that Coinbase supported the final legislation, despite challenging an earlier version before its committee consideration. The Senate recorded 50 votes supporting advancement and 49 opposing it, below the 60 votes required for cloture.

Consequently, lawmakers could not advance the legislation despite extensive negotiations involving industry representatives, banks, regulators, and consumer advocates.

Coinbase Supported the Revised CLARITY Act

Armstrong acknowledged that Coinbase opposed the January draft because the exchange identified four major concerns within its provisions. Those objections involved decentralized finance, tokenization, Commodity Futures Trading Commission authority, and rewards connected to stablecoin holdings.

Additionally, Armstrong believed the earlier proposal lacked political support and contained measures that could restrict cryptocurrency development. Coinbase then worked with lawmakers and other stakeholders to improve the legislation instead of abandoning the wider negotiations.

According to Armstrong, negotiators addressed all four concerns before the measure returned to committee approximately four months later. Hence, he supported the revised proposal and considered it suitable for approval when senators prepared to vote. The timeline supports his argument that earlier opposition should not define Coinbase’s final position toward the legislation.

Wider Political Disputes Shaped the Senate Vote

Nevertheless, several issues beyond Coinbase’s objections influenced the Senate result and prevented supporters from reaching the required threshold. Some lawmakers questioned the proposal’s ethics safeguards, particularly provisions addressing financial interests connected to President Donald Trump.

Meanwhile, banking groups raised concerns about stablecoin rewards, deposit competition, and possible effects on lending by traditional institutions. The Journal had not published the anticipated report when Armstrong responded, leaving its complete framing unavailable for assessment. Ultimately, the disagreement centers on whether Coinbase’s initial objections contributed more significantly than broader political disputes surrounding the bill.
