Key Insights:

  • Coinbase stock rose 1.42% to $170.85, then reached $172.49 in after-hours trading.
  • Coinbase seeks GENIUS Act clarity for foreign stablecoin cross-border payments.
  • The exchange platform argues third-party stablecoin rewards fall outside issuer restrictions.

Coinbase stock gained 1.42% at the time of writing, while the company pushed for clearer GENIUS Act rules on foreign stablecoin payments.

The exchange wants U.S. platforms to ease cross-border payments involving foreign stablecoins that American customers never hold. Its October 19, 2026, letter also urges regulators to keep implementation consistent with Congress’s intent to strengthen the dollar.

Coinbase Seeks Clarity on Foreign Stablecoin Payments

Chief Policy Officer Faryar Shirzad outlined the company’s priorities after Coinbase filed comments with the U.S. Treasury.

He called for rules consistent with congressional intent and support for cross-border payments through U.S. platforms. The proposed framework covers the issuance, offers, and sales of stablecoin payments under Section 3 of the GENIUS Act.

Coinbase generally supports the proposal, saying it follows the law’s text and structure. However, its letter seeks clarification on digital asset service providers’ responsibilities concerning foreign payment stablecoins. The request addresses statutory restrictions on offering and selling those tokens within the United States.

The company also urged Treasury to coordinate implementation with federal banking regulators as agencies develop their respective rules.

It said consistent standards should support the stated congressional and presidential objective of expanding the dollar’s reach. Coinbase asked Treasury to press for streamlined rules that support regulated payment stablecoins.

Earlier Rewards Dispute Centers on Issuer Restrictions

The foreign payments request follows a separate debate over stablecoin rewards and the scope of the GENIUS Act. Section 4(a)(11) bars permitted payment stablecoin issuers and foreign payment stablecoin issuers from paying holders interest or yield.

The prohibition concerns payments made solely for holding, using, or retaining a payment stablecoin. That restriction covers payments in cash, tokens, or other forms of consideration.

The earlier report said Treasury had yet to determine how it would interpret the interest prohibition. Coinbase previously argued that its Earn payouts resemble rewards or loyalty programs rather than interest.

It maintained that extending the issuer prohibition to third-party rewards would conflict with the statute. The company said that interpretation would remove incentives that lower payment costs and encourage merchants to accept regulated stablecoins.

Coinbase and PayPal say the restriction excludes them because they distribute stablecoins to customers without issuing them.

Circle issues USDC, while Paxos issues PYUSD; both platforms share profits generated from stablecoin reserves. Banking groups opposing that interpretation include the American Bankers Association and the Consumer Bankers Association.

The Bank Policy Institute, Financial Services Forum, and The Clearing House Association also joined the banks’ Treasury response.

Coinbase Stock Gains After Volatile Trading

Meanwhile, the COIN stock price closed at $170.85 as of press time, up by $2.40 from $168.45. The 1.42% advance followed a session featuring an early rally and a later pullback. Shares traded near $166 before reaching $176 ahead of 11 a.m.

The rally then lost momentum, with shares retreating toward $171 before testing the $170 area later in the session.

The trading volume appeared strongest around the opening period, when the Coinbase stock recorded its initial swings. Activity increased again near the regular session’s close, after the morning advance had faded.

Coinbase stock extended its gains after hours, reaching $172.49 at 7:47 p.m. Eastern time. The additional $1.64 gain represented a 0.96% increase from the regular session’s closing price.
