Competing Campaigns Head Into Senate Showdown

With a critical Senate procedural vote on the Digital Asset Market CLARITY Act scheduled for September 15, both crypto advocates and community banking groups have taken their battle directly to senators in their home states, through in-person meetings, local advertising, and grassroots outreach during the August recess.

On the pro-crypto side, advocacy group Stand With Crypto says supporters contacted Congress nearly 50,000 times during August alone. The Blockchain Association also launched its Clarity for America campaign to help individuals and companies contact senators in support of the bill.Crypto companies argue that the CLARITY Act, by providing legal certainty, is essential for the industry's future in the United States and will keep jobs in the country and preserve American dominance.

Community banks are pushing back just as hard. The Independent Community Bankers of America has organized meetings between local bankers and senators in their home states and run television ads calling for changes to the bill.Traditional banks have warned that high-yield stablecoin rewards could encourage customers to move money out of bank deposits and into crypto platforms.

A High-Stakes Vote With an Uncertain Outcome

The Senate delayed a floor vote ahead of the August 2026 recess due to partisan disagreements over ethics rules and banking opposition, before scheduling the procedural vote for September 15.The September 15 vote is not a vote on whether the CLARITY Act will become law, but rather a cloture vote that determines whether the Senate can move forward to full debate. Republicans hold 53 seats, meaning they cannot reach the 60-vote cloture threshold alone, and unresolved fights over stablecoin rewards, ethics, and illicit-finance rules make Democratic votes harder to secure.

Democrats, whose support is needed to clear the Senate's 60-vote threshold, say the bill lacks robust money-laundering and ethics safeguards.Some Republicans, including senators James Lankford of Oklahoma and Mike Rounds of South Dakota, have also expressed concerns that the bill would allow certain digital tokens to compete with bank deposits, potentially hurting lending.

The stakes for the crypto industry are significant. Cryptocurrency companies contributed $189 million as of June 30 toward influencing the 2026 midterm elections, with much of that spending tied to candidates who support the CLARITY Act. Galaxy Research has lowered its estimated probability that the CLARITY Act becomes law in 2026 to around 10%, citing unfinished negotiations and the shrinking congressional calendar.

If the Senate fails to reach an agreement on the motion to proceed, it would make it impossible to pass the bill before the end of 2026, and the new Congress would have to take it up again in 2027.
