Crypto analyst X Finance Bull (@Xfinancebull) recently shared a video interview featuring Michael Passalacqua, Senior Advisor and Head of the Innovation Task Force at the CFTC. He also gave a detailed breakdown of what the developments mean for XRP holders.

Passalacqua made the agency’s goal explicit in the interview. “The goal of this is to provide a federal option for crypto asset exchanges to opt into a federal framework, one national uniform framework under the CFTC’s oversight,” he said.

The CFTC is currently inside a 60-day public comment period, with a December 14 deadline. Passalacqua cited the CLARITY Act and noted there had already been “bipartisan support for the CFTC to be the regulator over the crypto asset industry.”

XRP Already Has Commodity Status

The foundation for XRP’s position in this regulatory environment was set on March 17 when the SEC and CFTC explicitly identified XRP as a digital commodity. That classification places XRP directly within the scope of the framework the CFTC is now building.

In October, the CFTC advanced Regulation CTX and Regulation CAM. Those rules cover federal exchange registration, market surveillance, customer-asset safeguards, margin, financing, custody, and market supervision. XRP sits inside that regulatory perimeter.

Institutional Infrastructure Already in Place

In his post, X Finance Bull highlights something the regulatory headlines alone do not capture. The institutional infrastructure around XRP already exists. Bitwise, Grayscale, Franklin Templeton, 21Shares, CME Group, Ripple Prime, and EDX Markets all have active positions in the XRP ecosystem.

Bitwise’s XRP ETF holdings grew from approximately 131.22 million XRP to 286.84 million XRP between December 2025 and June 2026.

CME already offers XRP futures, Micro XRP futures, and options. Ripple Prime gives institutions access to XRP and RLUSD spot activity, derivatives, financing, and professional liquidity infrastructure.

A unified CFTC framework would expand that ecosystem. More regulated venues, more brokerages, more market makers, more custody providers, and more financing options become available when institutions operate under rules they already understand.

The Scale of Potential Demand

X Finance Bull explains the demand scenario for XRP. Even at a conservative estimate, 100 institutions allocating $25 million each produces $2.5 billion in XRP acquisition demand. At 200 institutions allocating $50 million each, that figure reaches $10 billion.

He describes the U.S. as building “the rails that could make XRP much easier for institutional money to trade, hedge, finance, custody and hold.” The public comment period closes December 14. The next phase of XRP’s institutional story may already be in motion.
