The Depository Trust and Clearing Corporation (DTCC), a pivotal player in the U.S. financial markets, is set to commence its Tokenization Service by the end of the month, potentially revolutionizing securities processing. This move will allow major financial institutions to create digital twins of traditional securities, affecting $30 trillion of assets. This volume represents roughly a quarter of the assets managed by the DTCC’s central securities depository.
Initial Rollout: Limited Products and a Closed Network
In a closed pilot conducted in July, more than 30 Wall Street financial firms participated in testing. According to a DTCC report dated October 16, the system will initially operate within a tight framework, supporting just 25 liquid instruments. These include U.S. Treasury bonds, major ETFs, and high-market-cap stocks from the Russell 1000 index.
DTCC, initially launching the system with a limited number of highly liquid securities, will maintain the existing legal framework within the formal recording structure.
For investors, the fundamental structure remains unchanged. The digital tokens will be pegged one-to-one with the underlying securities, carry existing CUSIP codes, and retain their legal rights. The DTCC will still be the official owner of formal records, thereby ensuring the continuity of existing protection mechanisms.
As a market infrastructure entity, DTCC plays a crucial role in the clearing, custody, and settlement processes within the U.S. capital markets, offering stability and security in these operations.
Operational Framework: Preference for Private Networks Over Public Blockchain
The institution has opted to utilize an isolated architecture, citing the unwillingness of large-scale capital operators to assume additional risks inherent in open ledger structures. Starting at the end of October, transactions will be conducted solely on two closed platforms: Canton Network and DTCC’s Hyperledger Besu-based private environment. The conversion of traditional securities into tokens, via an interface or API, will take a maximum of 15 minutes, constrained to business hours on the U.S. East Coast, between 2:00 a.m. and 6:00 p.m. ET.
Inside the system, institutional players will be able to transfer digitized assets among their wallets at any time of day. This setup facilitates inter-institutional movement beyond traditional market hours but does not extend access to public blockchains.
According to the DTCC’s approved plan, the initial wave of liquidity will be directed towards private bank networks, with public blockchains slated for later integration.
Stellar Awaiting Integration; Timetable Remains Unchanged
Stellar is currently excluded from the platform under this framework. The schedule for the Stellar Development Foundation remains unchanged, and there are no alterations in the integration plans with public networks. Stellar is expected to join the platform at a more advanced stage alongside Circle’s Arc solution, using the SEP 41 standard for asset transfers.
By this period, DTCC aims to expand the list of supported securities, introduce corporate actions into the system, and initiate on-chain collateral settlement through digital cash. This aims to forge a broader commercial framework for merging real-world assets with distributed ledger technology.
This initiative marks one of the most significant attempts to integrate traditional financial assets with a distributed ledger infrastructure. Although the commercial real-world asset tokenization market initially opens to private Canton and Besu networks, Stellar’s inclusion awaits in future phases.
