What Did the Dutch Cabinet Propose on 29 September?

The cabinet'sletter to the House is the newest Box 3 tax proposal. It would amend the Box 3 legislation through a novelle.

From 2028, capital gains tax in the country would cover financial instruments, with shares, bonds and options listed as examples. Remaining assets would follow in 2030.

Per the cabinet, the novelle must clear the Senate by 31 December 2026 to keep the 2028 start.

Is Self-Custody Bitcoin Taxed in the Netherlands?

Today, yes, inside Box 3. The Belastingdienst places private crypto among Box 3 assets, valued on 1 January. 

These Belastingdienst crypto rules cover wallets and crypto held on exchanges alike, and Dutch Tax Administration guidance has not changed. For now, the Dutch Box 3 Bitcoin tax rules in force remain the same.

The open question is 2028. The letter summary does not single out BTC or gold. 

A self-custody wallet tax could therefore mean yearly levies until 2030. That is the unrealized gains tax Bitcoin owners fear, though the classification is unconfirmed.

Box 3 Tax Bitcoin vs ETF: What Changes by 2028?

  • Spot coins: possibly charged yearly until 2030

Dutch Senate Box 3 Vote Date: Where Does It Stand?

TheEerste Kamer records House approval on 12 February 2026. No Senate vote date appears yet, so senators will decide whether the Dutch Box 3 Bitcoin tax rules start in 2028 or slip later. 

The Rijksoverheid page, last updated 29 July, calls the original bill the base for 2028.
