The European Central Bank launched Pontes this week, a wholesale settlement platform designed to bridge tokenized asset markets with the Eurosystem’s existing payment infrastructure. Pontes lets eligible transactions in tokenized securities settle directly in central bank money, the same settlement asset used for conventional wholesale euro payments, rather than in commercial bank money or a private stablecoin.
Settling in central bank money removes a layer of counterparty risk present in tokenized-asset transactions that instead settle through commercial intermediaries, since central bank money carries no default risk the way a claim on a commercial bank does. That distinction has been a central argument central banks have made for building their own wholesale settlement infrastructure for tokenized assets rather than leaving the function entirely to private stablecoins or commercial bank-issued tokens.
The platform is currently a bank-only system, restricted to eligible financial institutions rather than open to retail participants or non-bank crypto firms, and is positioned as groundwork ahead of a planned pilot phase in 2027. That timeline places Pontes alongside a broader wave of central bank digital infrastructure projects globally that have moved from research and design phases into limited live operation over the past two years, as tokenized securities markets have grown large enough to make settlement efficiency a more pressing operational concern for large institutions.
The ECB’s approach with Pontes centers on wholesale settlement between financial institutions rather than a retail digital euro, which remains a separate and more politically contested initiative still working through the EU’s legislative process. Wholesale settlement platforms like Pontes have generally faced fewer political and privacy objections than retail central bank digital currency proposals, since they operate between regulated institutions rather than directly with the public.
Whether Pontes scales beyond its initial bank-only launch will depend on adoption by the financial institutions it’s designed to serve and on how the platform performs once the 2027 pilot begins testing transactions at greater volume and complexity than the initial launch phase. The ECB has not disclosed which specific institutions are participating in the platform’s earliest transactions.
Pontes sits alongside a broader set of Eurosystem initiatives exploring how central bank infrastructure should adapt to tokenized finance, including earlier exploratory work the ECB has published on settling tokenized transactions and distributed ledger experiments run in cooperation with national central banks across the euro area. Central banks in other major economies, including the Bank of Japan and the Monetary Authority of Singapore, have pursued comparable wholesale settlement projects of their own over the same period, reflecting a broader international trend toward central banks building tokenization-compatible settlement infrastructure rather than leaving that function entirely to private-sector platforms.
