An amendment currently considered by validators could unlock one of the most consequential financial tools the XRP Ledger has seen.
Permission Delegation, built on the XLS-75 standard, allows accounts to delegate specific transaction permissions to other accounts without sharing signing keys. It sounds technical. The use case is not.
Hugi Philion, co-founder of Flare Network, laid out the vision clearly. He wants users to borrow RLUSD against their XRP directly on the XRP Ledger using Flare smart accounts, and receive that borrowed RLUSD back on the XRP Ledger. For that to work, the Wormhole RLUSD bridge needs to be live. For the bridge to go live, validators need to approve Permission Delegation.

The amendment vote started August 12, 2026, as xrpld v3.3.0. XRPScan data shows that as of September 16, 23 of 35 trusted validators support it, putting consensus at 65.71%. The threshold requires more than 80% support, meaning 29 votes, held for 14 consecutive days. Six more validators must vote yes before activation can happen.
The voting history chart shows steady momentum. Validator support climbed gradually from zero at launch and accelerated toward the end of the recorded period. The trend is upward. Activation is not guaranteed, but the trajectory is encouraging.
The ability to borrow RLUSD against XRP natively on the ledger is a major step toward XRP functioning as productive collateral. Currently, XRP holders who want to access liquidity against their holdings must leave the XRPL ecosystem entirely. This amendment, combined with the Wormhole bridge infrastructure Flare is building, changes that.
On-chain collateralized borrowing attracts a fundamentally different class of user. Institutions want to deploy capital without liquidating positions. Retail holders want liquidity without selling. Both groups represent demand that currently exists elsewhere.

Bringing that demand to the XRP Ledger expands the ecosystem’s utility and increases the reasons to hold XRP. More utility drives more demand, and that increased demand supports price appreciation.
Philion noted that Flare is already working on an interim version of this service. Until the Wormhole bridge is operational, borrowed RLUSD can be sent to users’ accounts on exchanges rather than their XRPL address. The full vision, XRPL-native delivery of borrowed RLUSD, depends on validators crossing the 80% threshold.
