XRP has a maximum supply of 100 billion tokens. That is a well-established fact. So when game designer and crypto commentator Chad Steingraber posted that only 21 million XRP would be available on the market, the XRP community paid attention. The supply question it points to is worth examining seriously.
Steingraber argues that XRP will reach a high price for one simple reason. He believes it will be removed from public access, leaving only a small amount tradable. He puts that amount at 21 million tokens, and the supply-tightening thesis he gestures toward has real data behind it.
Exchange Supply is Already Shrinking
Steingraber has previously shared exchange data showing 15.7 billion XRP left across 41 platforms, suggesting that a very small amount is available in the exchange market. That number is already in decline. The total has fallen by 3.4 billion XRP, or 17.77%, since February 2025.
But even that figure requires scrutiny. Commenters on Steingraber’s data post noted that exchange balances include user wallets. It remains unclear how much of the XRP recorded in exchange balances belongs to individual users and how much represents exchange-controlled liquidity. This means the actual liquid float could be substantially lower.
ETFs and Institutions Are Pulling Supply Out
Spot XRP ETFs are pulling supply further out of circulation. ETF demand has locked billions worth of XRP away. When XRP moves into ETF custody, it exits active trading pools. ETF-held XRP functions as locked capital rather than short-term liquidity.
Institutional accumulation compounds this. Evernorth is a purpose-built vehicle for institutional XRP investment, structured to acquire XRP through public equity markets.
It raised over $1 billion to buy XRP on the open market. At closing, Evernorth reported holding 473 million XRP worth roughly $672 million, alongside $300 million in cash. Entities like Evernorth are built to accumulate and hold. That removes supply from circulation in a structural, long-term way.
Responses to Steingraber’s post varied significantly. One commenter pushed back hard on the 21 million figure, correctly identifying the XRPL as a permissionless network with a maximum supply of 100 billion XRP. He also noted that institutional accumulation reduces available liquidity but does not remove the asset from public access, and called for data to support the claim.
Another stated that significant economic pain, possibly including a cyberattack, would arrive before any major XRP price event. One commenter pointed to pre-existing contracts as evidence that institutional XRP positioning has been in motion for some time. Others expressed the view that those who have followed XRP long enough already know what is coming.
