Hedera (@hedera) has recorded gains in network activity alongside a run of institutional and developer milestones. Total value locked (TVL) on the network reached $33.2 million, up 12.3% over 30 days, while transactions per second (TPS) rose 168.37% over the same period, based on recent Token Relations data.

Institutional steps for Hedera and $HBAR

Hedera has become part of the UK's Wholesale Digital Markets Champion Taskforce. The taskforce is led by Christopher Woolard CBE and supported by HM Treasury, and focuses on interoperability and settlement finality in tokenized repos , according to Coinfomania. Other priorities include tokenized fixed income and collateral, with interoperability across public, private and existing financial infrastructure a key theme.

The move fed into a broader institutional narrative around the token. AMBCrypto noted that news of the taskforce seat came as Hedera was strengthening the institutional adoption narrative during a sharp rally in $HBAR in late September.

CLPR goes open source

On the technical side, Hedera has made its CLPR cross-ledger protocol open source through Linux Foundation Decentralized Trust (LFDT) Labs. According to Hedera, CLPR (pronounced "clipper") is the bridgeless Cross-Ledger Protocol in development by Hashgraph, contributed to LFDT as a new lab on 24 September.

The design aims to remove the need for bridges. CLPR uses state proofs to allow ledgers to verify each other's states directly, with no intermediaries in between. That matters because bridges and wrapped assets have been a weak point for the sector. Genfinity, citing industry trackers, reported that bridge incidents have cost roughly $329 million across eight attacks this year .

Alongside the contribution, Hashgraph opened a three-phase Cross-Ledger Early Adopter Program focused on cross-border payments and in-flight FX, cross-ledger settlement, and collateral mobility. The code now sits in LFDT's repositories, where developers can review it and contribute before it reaches top-level project status.

Application layer and developer tooling

In the application category, HashPack and SODAX are working to widen access to tokenized assets. Additional SDK functionality and updated atomic batch rules were also among the recent developer-side updates.

Taken together, the data points to rising on-chain activity, a clearer institutional footprint in the UK and an open-source push on interoperability. TVL of $33.2 million remains modest in absolute terms, so the next test will be whether these initiatives translate into sustained usage.
