Roundtable Set for Monday as 2027 Cycle Approaches

@Cardano will host a roundtable on treasury funding reform on Monday at 13:00 UTC, bringing together key voices in its governance ecosystem ahead of the 2027 net change limit (NCL) cycle. The net change limit is the mechanism that caps how much $ADA can leave the treasury.

The roundtable is expected to bring together a DRep and speakers from the Cardano Foundation (@Cardano_CF) and Intersect to discuss potential changes to how treasury funding is structured.One of the central topics will be whether treasury resources should be split into set domains, and the discussion will also examine how funding runway could be managed and how the delivery of funded initiatives can be tracked.

The session is intended as a debate around treasury funding reform rather than a reopening of previous proposals. Past proposals will not be re-argued during the session, keeping the focus squarely on structural questions for the next cycle.

Why the Net Change Limit Matters

The NCL has become one of the most closely watched parameters in Cardano's on-chain governance. The Net Change Limit is a constitutional parameter within the Cardano ecosystem that defines the maximum allowable increase in the circulating supply of $ADA tokens through treasury activity.The structure separates capacity from allocation: the NCL sets the outer boundary, while decisions about which projects are funded, when, and why come later through individual treasury withdrawals, each of which must meet constitutional requirements for documentation, immutability, and accountability.

The Cardano Foundation has recommended setting the NCL at the replenishment rate, calculated at approximately 315 million $ADA annually, emphasizing that this figure is a ceiling, not a spending target, and that DReps should approve budgets based on merit rather than availability.

The 2026 Cardano Budget Process, facilitated by Intersect, introduced a structured and transparent framework to coordinate how treasury resources are proposed, reviewed, and allocated across the ecosystem, designed in response to lessons learned from previous cycles to improve clarity and alignment with long-term strategic priorities.
