The U.S. Senate is entering a crucial week as it gears up to determine the future framework for the cryptocurrency market through the Clarity Act. Senate Majority Leader Chuck Schumer has scheduled a last-minute meeting with Democratic senators on Sunday evening, ahead of a procedural vote planned for Tuesday.

Ongoing Disagreements Before the Decision

Whether the bill will be further debated in the Senate is contingent upon Tuesday’s procedural vote. This decision is critical, as it will determine if the text progresses to the next legislative stage. Although almost a dozen Democratic senators have been negotiating the bill for months, key issues remain unresolved. Notable participants in these discussions include Kirsten Gillibrand, Mark Warner, and Ruben Gallego.

The CEO of Galaxy Digital, Mike Novogratz, remarked that the negotiations continued over the weekend with efforts to resolve remaining issues regarding the bill.

For the bill to advance, it requires 60 votes. Even with full Republican support, some Democratic senators must vote in favor for the measure to pass.

Points of Contention: Conflict of Interest Rules?

Democratic senators are pushing for stricter regulations on conflict of interest clauses, a significant sticking point thus far. While progress has been made in broader market structure discussions, disagreements remain concerning ethics and oversight matters.

Senator Cynthia Lummis cautioned that without progress on the bill, comprehensive regulation of the crypto market framework could be delayed for years.

If Tuesday’s procedural vote is successful, the Clarity Act will be one step closer to being considered by the full Senate. Conversely, a failed vote could render the timeline for comprehensive federal regulation of the crypto market uncertain once again.
