Fresh comments from White House crypto advisor Patrick Witt have offered new insight into the future of the Digital Asset Market Clarity (CLARITY Act).

While Senate Majority Leader John Thune recently indicated the legislation is unlikely to pass before August, the White House continues to express confidence that the bill will make meaningful progress in the coming days.

Weighing in on this development in a tweet, crypto enthusiast Diana pointed to Witt’s response following Thune’s remarks, noting that the administration agrees the legislation is unlikely to complete the Senate process before August begins. However, Witt also made it clear that the White House still expects the bill to advance through the legislative process despite the tight timeline.

Patrick Witt Responds to Thune’s Assessment

The text images attached to Diana’s post show an exchange in which a reporter asked about Thune’s recent statement that the CLARITY Act would not pass before August and whether senators could at least move the legislation to the Senate floor before the recess.

Responding to the question, Patrick Witt explained that the administration has maintained a consistent position throughout negotiations. He said he and his team, including White House AI and crypto advisor David Sacks, have worked on the legislation in a bipartisan manner for the past year and believe it deserves a vote on the Senate floor.

Witt acknowledged that Thune was “factually correct” in saying the legislation would not formally pass before August. However, he also noted that the Senate remains in session during the first week of August. He suggested it would be premature to rule out additional progress before lawmakers leave Washington.

He added that while some lawmakers may be less optimistic about the bill’s immediate prospects, his own discussions have left him more confident that senators can accrue the votes needed to move the legislation forward.

Procedural Progress Remains the Administration’s Goal

Diana’s post reflects what appears to be a shift in expectations rather than a change in overall strategy. Instead of focusing on final passage before August, the White House now appears to be prioritizing procedural progress that would keep the legislation moving.

The Senate is approaching its scheduled August recess with several competing priorities, leaving limited time for debate on major legislation. In addition to the crowded calendar, negotiations over ethics provisions have complicated efforts to secure the bipartisan support needed for the bill.

Democrats have continued to push for stricter restrictions on elected officials’ involvement in crypto-related businesses, as Republicans and the White House proposed alternative language that has yet to win broad support.

Despite those challenges, Witt’s comments indicate the administration still expects the CLARITY Act to reach the Senate floor for procedural action. Such a move would allow lawmakers to begin the voting process, maintain momentum, and position the legislation for further consideration when Congress returns from its summer recess.

For now, Diana’s update suggests that although the White House has accepted the likelihood of an August delay, it remains committed to advancing the CLARITY Act and believes the legislative effort is still on track.
