Norway implemented the European Union’s 21st sanctions package against Russia on October 21, 2026, introducing new restrictions targeting Russian financial institutions, oil exports, and cryptocurrency services. The move aligns Norway’s sanctions regime with the EU’s latest efforts to limit Russia’s ability to finance its war and bypass international financial restrictions.

The measures target 105 shadow fleet tankers, impose transaction bans on 33 additional Russian banks, and lower the crude oil price cap to $47.60 per barrel. They also add 218 individuals and entities to the sanctions list, including 94 financial institutions and the Russian Direct Investment Fund.

A major part of the new measures targets the use of cryptocurrencies to move money out of Russia. The restrictions block transactions involving 14 digital asset platforms based in countries such as the United Arab Emirates, Panama, and Georgia. The move expands Europe’s efforts to prevent Russian individuals and businesses from using international crypto services to bypass sanctions.

Norway extends crypto sanctions to foreign platforms

Previously, sanctions largely focused on platforms operating within Europe or those owned by Russian nationals. The updated rules allow authorities to prohibit transactions between Norwegian operators and foreign crypto providers that serve Russian clients.

This wider reach could create new compliance challenges for exchanges operating in countries with less restrictive regulations.

X user The Power Atlas, contrasted Norway’s approach with debates in Washington over sanctions waivers, arguing that Oslo is taking active steps to restrict Russia’s access to alternative financial channels.

By adopting the measures, Norway aims to prevent its financial system from being used to process digital assets linked to Russian sanctions evasion.

Norway targets the A7 cross-border payment network

The sanctions also target 4 specific financial networks, including the A7 cross-border payment system. Investigators have identified the network as a channel for moving Russian funds into Africa and the Middle East while avoiding traditional banking restrictions, including those associated with SWIFT.

A7’s payment infrastructure includes A7A5, a stablecoin pegged to the Russian ruble. According to the US Treasury’s Financial Crimes Enforcement Network, more than 180 entities processed at least $179.1 billion in A7A5 transactions between February 2025 and June 2026.

The network has drawn scrutiny because digital assets can provide alternative channels for international payments when access to conventional banking services is restricted. The United States has taken separate action against A7. On October 1, 2026, the US Treasury announced sanctions targeting the network over its alleged role in sanctions evasion. Norway’s implementation of the EU measures adds further pressure on entities connected to the same financial infrastructure.
