@Ondo has quietly shelved its Layer 1 blockchain ambitions, announcing that the project has evolved into something it calls the Ondo Network, which, in the company's own words, "isn't a blockchain today."

Ondo Chain was unveiled at the Ondo Summit in New York in February 2025 as a Layer 1 blockchain purpose-built for institutional-grade real-world asset (RWA) tokenization.At launch, several leading institutions including Franklin Templeton, Wellington Management, WisdomTree, Google Cloud, ABN Amro, Aon, and McKinsey signed on as design advisors. The project attracted significant attention given the firepower behind it, but the underlying architecture has since taken a different direction.

Enclaves Over Ledgers

Rather than settling transactions on a replicated ledger, the Ondo Network now routes execution through secure hardware enclaves. A quorum of attestors approves which code can run and holds split keys, removing the need for a traditional consensus chain altogether. The technology came from Enclave Markets, an institutional-grade encrypted digital asset trading platform that Ondo acquired this year. The system is already live in one form: it currently powers $ONDO Perps, the project's perpetuals trading vertical.

The shift is significant because it trades the transparency and decentralisation of a public blockchain for the confidentiality and performance guarantees that hardware enclaves provide. Execution currently runs inside a single enclave, and several features, including a permissionless attestor set, on-chain state settlement, and external watchers, are listed as future directions rather than live capabilities.

A Pivot With Caveats

The move reflects a broader pattern at Ondo, which has consistently prioritised institutional compliance and controlled infrastructure over open, permissionless design. Earlier plans for Ondo Chain had already pointed toward a permissioned validator model to prevent MEV and front-running. The enclave-based approach takes that logic a step further, removing the public ledger layer entirely for now.

Whether the network can eventually deliver on its roadmap commitments, particularly a decentralised attestor set and on-chain settlement, will determine whether the Ondo Network is a meaningful architectural advance or simply a rebranding of work still in progress. For now, the headline is straightforward: one of the most institutionally backed blockchain projects of 2025 has decided, for the time being, not to be a blockchain.
