A new proposal on @Polkadot OpenGov would change the strategic focus of the DOT DAO, putting user growth ahead of ecosystem size and locked value. It names Web2 and mobile apps as the main competition for Polkadot ($DOT), rather than other smart-contract chains. The vote is in its opening stage.
What the DOT DAO proposal says
Polkadot submitted OpenGov Referendum 1954 on October 12 to establish a binding strategic mandate for the DOT DAO.The DAO would prioritize user acquisition over other key performance indicators, such as ecosystem size and locked value, for the time being. The document frames this as a shift from competing primarily with other smart-contract platforms to competing with Web2 and mobile platforms.
According to TechFlow, the proposal was initiated by the Polkadot Community Foundation (PCF) and is being voted on in the Wish For Change track. At the time of that report, about 2 days and 22 hours remained before timeout. It showed 100% approval votes but a 0.00% support rate, and had not yet reached the passing threshold. Early voting figures at this stage say little about the final outcome.
The proposal also states that technical teams will retain implementation autonomy but must align with these DAO-approved strategic objectives.
A central element is a set of native stable assets. The proposal introduces "dotStables," a permissionless system featuring stable-value derivatives like dotUSD collateralized by DOT, designed to convert demand for stable assets into demand for the native token. The design is based on the Liquity model.
The plan also calls for a mobile-first Polkadot Product Platform. It would expand beyond parachain infrastructure to include data storage, user interaction, and product distribution capabilities. The strategy emphasizes Web2-grade user experiences through freemium models, non-crypto identifiers, and mobile-first design, while preserving principles such as self-sovereignty and privacy.Incentives would be distributed directly to on-chain individual users rather than third-party institutions.
The stablecoin idea has precedent in Polkadot governance. A separate proposal, Referendum 1944, covers dotUSD as a protocol-owned stablecoin. That plan calls for $5 million in initial DOT and USDT liquidity, with dotUSD first minted against USDT before a second phase introduces DOT-backed vaults, liquidations and redemptions. The new strategy mandate would give that work a broader policy backing within the DAO.
Voters will now decide whether user acquisition, rather than total value locked or ecosystem size, should be the main yardstick for how the DOT DAO allocates its attention. Readers should check the live referendum on OpenGov for current vote counts.
