Coinbase is making a final push for the Clarity Act before the August congressional recess, launching a video campaign built around a simple message: America needs regulatory clarity for crypto. The video, which the exchange’s CEO Brian Armstrong promoted, cites new polling data showing that 82% of Americans believe the financial system needs to change, with over half wanting major changes or a complete overhaul.
The numbers are compelling. According to a Focaldata study commissioned by Coinbase, 55% of Americans would feel more protected as consumers if the Clarity Act passes. The NCA 2026 Annual State of Crypto Holders Report confirms that 1 in 4 American adults (roughly 67 million people) now own crypto, up from 1 in 5 the previous year.
Armstrong tweeted: “American voters are 2x more likely to support a candidate that backs CLARITY (vs those less likely), regardless of party preference. So the stakes are high for Senate leadership.”
He also focused on the broader stakes: “CLARITY isn’t only a win for crypto users. It’s a win for the future of America as a global leader for finance, innovation, and national security. It delivers on all fronts, and voters know it. Senators should too.”
Pro-Ripple lawyer John E. Deaton echoed the urgency: “25% of American adults own crypto. Pass the Clarity Act.”
Then he addressed the main objection head‑on. “The ‘But Trump is corrupt’ objection to Clarity is just plain dumb. The reason President Trump was able to make $1.4B on Crypto is BECAUSE THERE WAS NO CLARITY. To not provide it now is nonsense.”
Deaton’s point is sharp and worth repeating. Blocking the Clarity Act will not stop Trump from profiting from crypto. The lack of clear rules is exactly what allowed him (and others) to operate in a regulatory gray area. The only way to prevent future profiteering from regulatory ambiguity is to create actual regulations. Keeping the system opaque does not weaken Trump. It empowers anyone willing to exploit the absence of clear rules.
With the Senate scheduled to leave for recess on August 7, the window for action is closing. Coinbase’s campaign is a last‑minute push to pressure Senate leadership to move the bill forward before the legislative break. The data indicates that voters support the bill, and the political calculus may be shifting. But the question remains whether enough Senators are willing to act.
