Ripple (@Ripple) has received final approval from the Office of the Comptroller of the Currency (OCC) to establish Ripple National Trust Bank (RNTB). The decision gives the company a federally chartered entity to support its $RLUSD stablecoin and offer custody services to institutions.

$XRP moved slightly after the news and was trading at $1.29 at the time of writing.

What the charter covers

RNTB's approved activities include managing the segregated reserves supporting Ripple USD (RLUSD), acting as collateral trustee of the reserves for the benefit of RLUSD holders, and providing fiduciary digital asset custody services. RLUSD will continue to be issued by Standard Custody & Trust Company (SCTC), Ripple's New York Department of Financial Services (NYDFS)-regulated limited purpose trust company.

The structure means the stablecoin now sits under two layers of oversight. According to Ripple's press release, RNTB adds federal OCC supervision to the regulatory infrastructure supporting RLUSD. Ripple says the charter will support institutional products across payments, custody and capital markets.

The approval is the last step in a process that began earlier. It follows conditional OCC approval in December 2025. Ripple filed its initial application for the U.S. banking license in July 2025. According to The Block, RLUSD, which launched in December 2024, has grown to a $2.5 billion market capitalization, the company said.

Limits and wider context

A national trust bank is not a full-service bank. Unlike a typical commercial bank, most national trust banks do not accept deposits or make loans and do not carry Federal Deposit Insurance Corporation insurance, according to the OCC. Reporting on the RNTB approval also notes that its operations are limited to fiduciary activities, and it will not take deposits or make loans.

Ripple is not the only crypto firm pursuing this route. Cointelegraph reports that Circle secured final OCC approval in July, while others, including Coinbase, Crypto.com and Stripe-owned Bridge, remain at the conditional approval stage. The wave of approvals has drawn criticism. Some lawmakers, such as Sen. Elizabeth Warren, have accused the approvals of violating the National Bank Act and posing risks to the financial system. Crypto industry group The Digital Chamber rejected those accusations.

For Ripple, the charter adds a federal regulatory layer to its stablecoin reserve management and custody offering, while issuance of RLUSD stays with its New York-regulated entity.
