The Office of the Comptroller of the Currency (OCC) has granted final approval for the establishment of Ripple National Trust Bank. Following conditional approval in December 2025, the decision officially recognizes Ripple as a federally supervised financial institution.

The new bank will manage the separate reserves backing Ripple’s dollar-pegged stablecoin, Ripple USD (RLUSD). It will also act as a collateral trustee for stablecoin holders and provide secure custody services for digital assets.

With this approval, Ripple joins a small group of digital asset firms with OCC national trust bank charters, including Circle, BitGo, and Fidelity Digital Assets. Operating under both the New York Department of Financial Services (NYDFS) and federal OCC oversight will allow Ripple to offer financial services that meet Wall Street’s strict requirements for regulatory compliance and protection against bankruptcy risks.

The institution now has dual oversight, giving traditional financial institutions a legally secure way to hold and transfer digital assets. This regulatory stability gives Wall Street the long-term certainty it needs to integrate RLUSD into daily trading.

Ripple’s OCC charter exposes the gap between retail expectations and institutional banking

An OCC national trust bank charter provides a more durable legal status than temporary regulatory guidelines or enforcement decisions.

Although a new administration can change OCC leadership, regulators cannot arbitrarily revoke a bank charter without legal grounds, such as operational failures, systemic fraud, or violations of federal banking laws.

The announcement caused confusion among some retail cryptocurrency users. One user, 3rd Pick, asked when the bank would open and said they wanted to move their personal checking account there.

However, Ripple National Trust Bank will not accept consumer deposits, issue credit cards, or provide regular retail banking services. Instead, it will operate as a wholesale fiduciary, holding and protecting assets for institutional clients. This structure is designed to keep those assets legally separate if Ripple’s parent company ever goes bankrupt.

The federal charter has also raised questions about whether a future administration could revoke it if the regulatory environment changes. X user Wes raised this concern.

RLUSD’s expansion raises questions about XRP’s role in cross-border payments

Ripple’s federal bank charter changes the company’s original identity and raises questions about the long-term investment case for its native cryptocurrency, XRP.

For years, Ripple argued that traditional financial institutions would hesitate to use a settlement asset controlled by a competing bank. It presented XRP as a neutral bridge currency that could facilitate payments between different currencies without relying on a single fiat issuer.

Now, Ripple is becoming a regulated financial institution, much like the traditional players it originally sought to challenge.

An X user, @Fishy catfish criticized this shift, arguing that Ripple’s move toward a centralized stablecoin and banking structure contradicts a decade of its earlier messaging. The user also questioned whether major financial executives could create their own digital tokens, retain large supplies, and promote them as global bridge currencies.

RLUSD could compete directly with XRP within Ripple’s own ecosystem. Banks may prefer a dollar-pegged stablecoin operating under federal supervision over a cryptocurrency whose market price fluctuates. This also raises an important question for XRP’s long-term prospects: If institutions can use Ripple’s regulated, dollar-backed stablecoin for settlement, what would motivate them to adopt XRP instead?
