According to RIA Novosti Bill No. 1194918-8 establishes the country’s first comprehensive legal framework for crypto trading, custody and supervision.
The vote does not make the law final. The text still requires approval by the Federation Council and the president’s signature. Both steps are typically formalities for government-sponsored legislation, but the law is not in force until they are complete.
What the Adopted Law Establishes
The law recognizes digital currencies as property, sets general requirements for their circulation and provides judicial protection of crypto holdings regardless of whether they were previously declared.
Trading will run through regulated Russian infrastructure under Bank of Russia supervision, with a ₽300,000 annual purchase limit for non-qualified investors and no general cap for qualified investors. Participants in foreign trade receive broader access: all types of cryptocurrencies and stablecoins, and any type of wallet, may be used in cross-border activity.

The law takes effect on September 1, 2026, with several provisions phased in later. Crypto exchangers may continue operating without inclusion in the central bank’s registry until July 1, 2027, when the licensing and enforcement measures Coindoo has covered previously are due to apply.
The final published text will determine the details that remain open, including how the retail purchase cap is counted across intermediaries. Russian banks are already positioning for the regulated market, with Sberbank planning a crypto wallet launch by December.
