A MiCA white paper for Sei Network's $SEI token has been filed for public record in Europe by OKX (@okx) Europe Limited. The document supports the admission of SEI to trading on OKX's platform and covers 30 countries in the European Economic Area (EEA). It sets out the token's utility, risks and holder rights. The filing is a disclosure, not regulatory approval.
What the SEI white paper covers
The white paper is published by OKX Europe Limited, not by the SEI project itself. According to the document hosted by OKX, the white paper is published solely in connection with the admission to trading of SEI on the exchange's platform. It also states that no public offer of SEI tokens is being made and that the admission involves no subscription, sale or fundraising process.
The paper includes a section on risks, including those tied to the admission to trading. It names OKX Europe Limited as an authorised crypto-asset service provider (CASP) operating in the European Union. OKX says its MiCA licence from the Malta Financial Services Authority dates from 27 January 2025 and gives it access to all 30 EEA countries, which is why the SEI filing reaches the same footprint.
Why a filing is not an approval
Under the EU's Markets in Crypto-Assets Regulation (MiCA), white papers for most crypto-assets are subject to notification rather than prior approval. Law firm CMS notes that competent authorities must not require any prior approval for crypto-asset white papers before their publication. The notified information is passed to the European Securities and Markets Authority (ESMA), which makes the white paper available in a public register.
MiCA also requires a disclaimer on the document. The SEI white paper states that it has not been approved by any competent authority in any EU Member State and that OKX Europe Limited is solely responsible for its content. ESMA has itself noted that investors should not overrate the protection MiCA provides, and has since proposed clarifying when a white paper counts as "duly notified" in its response to the European Commission's review of the rules.
For $SEI holders and traders in Europe, the filing is a transparency step tied to the token's availability on a MiCA-licensed venue. It does not amount to a regulatory endorsement of Sei Network (@SeiNetwork) or of the token.
