Sign, a blockchain infrastructure provider, and BNB Chain, a leading blockchain network, have jointly introduced a new framework designed to help governments launch regulated national stablecoins. The announcement, made on August 26, highlights an approach for issuing digital currencies that combine public blockchain settlement with local regulatory oversight.
Sovereign Stablecoin Framework Explained
The new framework draws a clear line between global blockchain infrastructure and local authority. In this setup, public blockchains, such as BNB Chain, are responsible for the settlement and distribution of digital currencies. Meanwhile, local financial institutions manage critical aspects like token issuance, maintaining reserves, and ensuring regulatory compliance in accordance with national requirements.
Sign emphasized that a sovereign stablecoin system needs more than just a digital token to ensure trust. They argue it requires a legal foundation, credible backing reserves, and accessible redemption options for currency holders.
“Every fiat becomes a stablecoin. USD, EUR, SOM, BRL… The multi currency onchain economy is coming,” stated Sign as they unveiled the sovereign stablecoin framework developed in collaboration with BNB Chain and based on their experience working with governments.

Kyrgyzstan’s national stablecoin, KGST, stands as the initial real-world launch of the framework. Kyrgyz authorities define the rules for operation, while domestic financial institutions oversee reserves and handle fiat-to-crypto conversion. This move demonstrates the practical implementation of the framework’s division of responsibilities.
Sign supplies the underlying technical infrastructure, with BNB Chain acting as the public settlement layer. Both companies pointed to KGST as a working demonstration, with the potential for future adaptation in other countries interested in national stablecoins.
BNB Chain first introduced the framework to the public at the EASY Residency event, describing the model as a “blueprint for countries designing regulated digital currency programs.” The project stresses that while the blockchain manages settlement, governments remain in charge of monetary policy and oversight.
