Solana (SOL) declined 3.37% to $96.97 as the US Senate moved closer to a critical vote on the CLARITY Act, scheduled for September 15 at 2:15 p.m. ET. The outcome of this legislation could determine whether Solana and other digital assets are classified as digital commodities and fall under the regulatory scope of the Securities and Exchange Commission (SEC) and Commodity Futures Trading Commission (CFTC).

Senate vote and legislative requirements

The CLARITY Act requires at least 60 votes to advance beyond procedural stages in the Senate. With Republicans holding 53 seats, bipartisan backing from at least seven additional Democratic or independent senators is necessary for progression. This vote is viewed as pivotal for the future regulatory landscape facing Solana and related cryptocurrencies.

Leading up to the vote, investors adopted a risk-averse approach, pushing SOL below the psychologically key $100 mark. At the same time, the broader cryptocurrency market capitalization contracted 0.79% to $2.63 trillion, reflecting wider caution.

Bearish technical outlook

Anton Kharitonov, a technical analyst at Traders Union, described Solana’s technical picture as “weak” and highlighted ongoing bearish sentiment in the market.

Kharitonov noted that until Solana breaks out above $100.32 and greater regulatory clarity is achieved, he remains defensive and uninterested in long positions. He expects Solana to move sideways or lower while current technical and legislative uncertainties continue.

On the technical charts, SOL trades beneath its 20-day moving average at $100.51 and 50-day moving average at $101.38, both acting as resistance levels. The 200-day moving average, positioned at $83.30, provides a key support zone in a longer-term horizon.

Additional momentum indicators also signal bearish conditions. The Relative Strength Index (RSI) stands at 33.81, with Stochastic RSI, Commodity Channel Index, and Bull/Bear Power all suggesting oversold scenarios.

SOL’s current price corridor is projected between $92.51 and $101.43. A close below $92.51 could trigger further downward momentum, while closing above $100.32 is needed for a potential bullish reversal pattern. Technical analyst Trader Tardigrade wrote on X that SOL has touched the lower boundary of a bull flag formation, indicating a chance for upward movement if the price stabilizes.

ETF inflows offer support

Despite the prevailing bearish trend, Solana-focused exchange-traded funds (ETFs) attracted $11.01 million in net inflows on September 14. Bitwise’s BSOL ETF accounted for $7.10 million, while Grayscale’s GSOL added $3.91 million. Together, total Solana ETF inflows have reached $1.37 billion, and combined net assets now stand at $1.46 billion.

Across the wider digital asset ETF market, net inflows totaled $1.3 billion for the week, marking the sixth consecutive week of positive flows. During this period, aggregate inflows hit $6.8 billion, with BlackRock’s IBIT ETF alone attracting $3.4 billion.

Analysts suggest that for Solana to stage a sustained rebound, it would need to secure a four-hour candle close above $110. If the $100 level does not hold, the price could test $95—the support area where Solana rallied in late August.
