Aave Founder Backs CLARITY Act as DeFi's Defining Moment
@StaniKulechov, founder of @Aave, is throwing his weight behind the Digital Asset Market CLARITY Act, calling it a "big deal" and the legislation most likely to establish a durable regulatory framework for decentralized finance. Speaking publicly on the matter, Stani drew a direct comparison to the GENIUS Act, suggesting the CLARITY Act could do for DeFi what stablecoin legislation did for that corner of the market.
The GENIUS Act, signed into law on July 18, 2025, established a regime to regulate US payment stablecoins , and set a precedent for sector-specific crypto legislation in the United States. Stani's argument is that the CLARITY Act represents the logical next chapter.
What the CLARITY Act Would Mean for DeFi
The CLARITY Act is a US bill designed to establish clear rules for cryptocurrencies and digital assets, granting the CFTC oversight of digital commodity markets while the SEC continues regulating securities. For DeFi specifically, the bill resolves threshold questions about developer liability, self-custody rights, and stablecoin economics that have created compliance uncertainty for years.
If enacted, the legislation could allow banks and financial institutions to hold, lend, and borrow digital assets without seeking additional permissions, a shift that would meaningfully lower the barrier for traditional finance to participate in on-chain markets. The act also commissions a joint SEC, CFTC, and Treasury study on DeFi's size, risks, and integration with traditional markets.
The bill passed the House in July 2025 and cleared the Senate Banking Committee 15-9 in May 2026. However, a merged Senate text landed in late July 2026 carrying a first-of-its-kind ethics provision, with three fights still unresolved: who enforces the ethics rules, whether stablecoin rewards survive, and how far developer protections extend.
With September now viewed as the realistic window for further progress, the coming weeks could determine whether the CLARITY Act advances to the President's desk or stalls further. For Stani and the broader DeFi community, the stakes are clear: a workable statutory framework could unlock institutional capital and replace years of regulatory uncertainty with defined rules of engagement.
