The cloture vote on the CLARITY Act is scheduled for Tuesday, September 15, at 2:15 PM. Digital Perspectives host Brad Kimes says the outcome could set off the largest repricing event XRP has ever seen. The stakes extend well beyond a single asset. Former U.S. Defense Secretary Mark Esper has called the CLARITY Act a national security bill.

Treasury Secretary Bessent has warned that walking away would signal the U.S. ceding digital asset leadership to global rivals. 160 former officials from agencies including the CIA, FBI, Treasury, and Secret Service have also called its passage a national security imperative.

The Vote and the Path Forward

Tomorrow’s vote is a cloture vote, not the final floor vote. It clears the way for debate and a full legislative vote. Cody Carbone of the Digital Chamber stated plainly that 60 votes require an ethics resolution first. That resolution concerns Democrats’ demand that President Trump divest his crypto holdings.

White House Executive Director Patrick J. Witt responded over the weekend with a post that read, “Today is a bad day to be a Clarity Act doomer.” Galaxy’s Mike Novogratz, a Democrat, also weighed in. He said, “My instinct is the bill makes it to the floor.” Kimes read Witt’s post as a signal that a deal may already be in place.

If the cloture vote stalls, Carbone outlined a second path. Portions of the bill could attach to must-pass legislation such as the National Defense Authorization Act before year-end.

What Passage Could Mean for XRP

Kimes connected a potential CLARITY Act passage directly to a major tokenization event. The DTCC is set to advance tokenization services covering $114 trillion in assets in October. Ripple Prime appears on that list alongside BlackRock, Goldman Sachs, BNP Paribas, Franklin Templeton, and JP Morgan.

Kimes noted that Ripple already holds $16 trillion in assets across G-Treasury and Hidden Road, now operating as Ripple Prime. That positions XRP as a primary collateral and settlement asset inside a massive institutional structure.

Ripple CTO Emeritus David Schwartz added weight to the price outlook. Kimes noted that Schwartz said he believes XRP could flip Bitcoin, driven by XRP growing faster rather than Bitcoin shrinking.

Technical Levels to Watch

Kimes referenced analyst Dark Defender, who places XRP between key support and resistance levels. Wave 3 targets fall between $10.11 and $18.22. Liquidity clusters sit at $1.50 to $1.80, with a larger pocket near $0.98. A failed vote risks a pullback to $0.98. A successful passage could push XRP through the $1.50 to $1.80 range and hold it as support.
