XRP funds registered a net outflow of $3.61 million on the day Ripple reportedly received final regulatory approval for its national trust bank charter. This surprising contrast is highlighted by crypto commentator Dana Love, who contends that the new bank primarily serves Ripple’s stablecoin initiative rather than boosting immediate demand for XRP itself.

Ripple’s bank charter and stablecoin focus

According to Love’s analysis, Ripple National Trust Bank is designed to offer institutional cryptocurrency custody services and to manage the reserves backing RLUSD, Ripple’s dollar-pegged stablecoin. The charter does not permit the bank to issue RLUSD directly, accept traditional deposits, or extend loans. He characterizes the entity as a “vault with a federal badge,” positioning it as a piece of regulated financial infrastructure rather than a driver of XRP trading activity.

Love references an approval letter from the Office of the Comptroller of the Currency (OCC), the primary US banking regulator responsible for granting national trust charters. He notes that the OCC granted conditional approval to Ripple’s application on December 12, 2025, with full authorization following after the completion of remaining conditions.

Mini dictionary: Office of the Comptroller of the Currency (OCC) – An independent bureau within the US Department of the Treasury, the OCC regulates and supervises national banks and federal savings associations to ensure their safety, soundness, and compliance with laws and regulations.

Over the 30 days surrounding the approval, XRP traded at around $1.29 on October 26 and $1.32 two days later. Despite a series of Ripple announcements during its annual Swell conference, the token fell 14.74% over the prior month.

Love argues that the approval had already been anticipated by the market and says the final step mainly marked the completion of various compliance requirements, rather than the start of a new business phase for XRP.

XRP ETF inflows and institutional custody

The commentary also points to BNY Mellon’s increased support for digital asset custody, now covering both XRP and RLUSD. BNY Mellon is a major global financial institution specializing in asset servicing and management, often acting as a trusted partner for institutional investors exploring cryptocurrencies. According to Love, the inclusion of XRP on BNY Mellon’s custody platform may remove operational hurdles for institutions considering exposure to the token.

Data presented in the video shows $1.81 billion in total net inflows into spot XRP ETFs, with only $4.3 million of that amount coming between October 19 and 23. The day Ripple’s bank charter was reportedly approved saw a $3.61 million outflow, followed by a day with no net flows.

For XRP investors, the presence of institutional custody through platforms like BNY Mellon and sustained fund inflows may provide more significant signs of market demand for the token than regulatory milestones alone.

Large-wallet activity and market outlook

Love cautions against interpreting large-wallet activity as investor accumulation. He examined two wallets, “Ripple 10” and “Ripple 11,” both of which received 500 million XRP from escrow, underscoring that these transfers should not be mistaken for new purchases by independent investors.

He assigns an 85% probability that a third-party institution will name Ripple’s trust bank as its RLUSD custodian by June 30, 2027, while placing the likelihood for XRP custody at 20%.

The practical implication for investors is clear: Ripple may expand its regulated financial services without directly sparking a corresponding increase in XRP demand or price. Evidence of robust token demand, according to Love, would come from named institutional custody clients and persistent fund inflows, rather than charter announcements alone.
