Swiss-based asset manager 21Shares has published a fresh framework for evaluating XRP as an investment, built around four core factors: regulatory clarity, institutional access, measurable utility on the XRP Ledger (XRPL), and the asset's fixed supply. The report arrives at a time when XRP's fundamental backdrop has shifted considerably, even as its price performance has remained uneven.
Regulatory Clarity and the ETF Wave
The foundation of 21Shares' thesis is the resolution of Ripple's long-running dispute with the U.S. Securities and Exchange Commission. In August 2025, Ripple and the SEC reached a settlement, bringing the litigation to a close, with Ripple agreeing to pay a $125 million civil penalty in connection with its unregistered institutional sales of XRP.The resolution provided regulatory clarity that XRP, when sold on public exchanges in secondary market transactions, is not considered a security under U.S. law, while direct institutional sales remain subject to securities regulations.
That legal conclusion opened the door to a wave of institutional products. Seven U.S. spot XRP ETFs launched from November 2025, gathering $1.3 billion in their first month, including a record 55-day streak of consecutive net inflows.More recent data placed cumulative net inflows at $1.68 billion through September 4, with the total crossing $1.70 billion by September 9 despite uneven daily movement. Institutional participation has been real but mixed. Goldman Sachs was the largest disclosed holder at $153.8 million in its Q4 2025 filing, then exited the entire position by its Q1 2026 filing, while retail and other funds absorbed the sale.
Utility, Supply, and the Value Capture Question
Network activity forms the third pillar of the investment case, with 21Shares estimating that XRPL moved close to half a trillion dollars in on-chain value over 12 months. The ledger is also positioning itself as infrastructure for stablecoins and tokenized real-world assets. 21Shares placed RLUSD near $1.6 billion and tokenized assets around $4 billion. XRPL now also offers tools for managing restricted and compliant tokenized assets, broadening its appeal to regulated institutions.
The report also highlighted XRP's fixed maximum supply of 100 billion tokens, with no ongoing inflation schedule and a small amount permanently burned through transaction fees. This supply structure is presented as a counterweight to dilution risk seen in other digital assets.
However, 21Shares does not shy away from the central challenge. The asset manager cautioned that growing XRP Ledger adoption may not translate directly into sustained token demand. Institutions can settle transactions on XRPL without holding XRP for extended periods, meaning increased network usage does not automatically flow through to the token's price. Whether adoption translates into meaningful value for XRP holders remains, in 21Shares' own framing, the crucial test for the asset's long-term investment case.
