PGPZ Files Federal Lobbying Registration
A Zcash-focused advocacy group has formally entered Washington's policy arena. Pretty Good Policy for Zcash (PGPZ) filed a lobbying registration effective October 1, naming executive director Divij Pandya as its sole lobbyist. The move signals a more organised push by the privacy-coin community to shape how US lawmakers approach digital asset regulation.
The registration lists the Digital Asset Market Clarity Act and two digital asset tax proposals as among its current and anticipated lobbying issues. The CLARITY Act is a federal bill that would set market structure rules for the broader digital asset market, including cryptocurrencies, token classification, exchanges, and custody. The bill passed the House but failed a Senate cloture vote on September 15, 2026, leaving its fate uncertain.
Roots, Funding, and Goals
PGPZ was launched in June, growing out of Pretty Good Policy for Crypto, which was launched in 2022 by Electric Coin Co.The initiative previously hosted Washington policy roundtables and organised a congressional briefing on encryption technologies in 2023.
PGPZ secured a $750,000 grant from Zcash Community Grants in August to fund its first year of operations. The organisation aims to use that backing to establish a sustained presence on Capitol Hill at a time when key legislative decisions remain unresolved.
PGPZ founder and ZODL chief policy and regulatory officer Paul Brigner stated that the goal is to ensure Zcash has serious, organised, and credible policy participation in Washington, noting that policymakers are making decisions that will affect whether privacy-preserving digital cash can exist, be used legally, and serve the public interest.
