The Bank of Russia has released draft regulations covering the trading of digital currencies, marking a significant step in the country’s approach to cryptocurrency oversight. The new rules are intended to provide a regulatory framework for organized trading of digital currencies, integrating these assets into existing financial oversight structures.

Scope of the new regulations

The draft rules require organizations such as crypto exchanges to report, monitor, and price digital currencies using systems similar to those in place for traditional financial instruments like currencies and securities. The bank has added the term “digital currency” throughout its organized trading regulations, indicating a clear effort to incorporate cryptocurrencies into the broader financial ecosystem.

Market participants will need to adhere to the same standards of transparency and oversight that currently govern more traditional assets. This move is expected to impact the way Russian crypto exchanges and other authorized platforms operate, as they will be expected to track and report digital asset activity under these revised guidelines.

The Bank of Russia has established conditions for organized trading in digital currencies and digital rights, stating that it has drafted the first set of regulations to launch a cryptocurrency market in Russia.

The changes reflect Russia’s ongoing efforts to establish a comprehensive regulatory framework for cryptocurrencies, aligning with legislative developments in the country.

Legislative developments and context

The new regulations are being introduced as the State Duma, Russia’s lower house of parliament, prepares to enact comprehensive legislation on cryptocurrency. The move comes amid increased government interest in managing and monitoring digital assets, especially as their use continues to grow both domestically and internationally.

While the Bank of Russia’s draft regulations do not mention Bitcoin by name, Russia’s relationship with the leading cryptocurrency has been complex. Cryptocurrency has been prohibited as a form of payment since 2022, but lawmakers have discussed their potential use for international settlements. In 2023, the Russian legislature passed a bill allowing the use of digital currencies in cross-border payments, reflecting a cautious but evolving acceptance of crypto’s role in international finance.

Russian President Vladimir Putin has previously commented on the country’s advantages in digital asset mining, citing Russia’s abundant cheap energy resources. These sanctions have led the Russian government to explore alternative methods for international transactions, with digital currencies serving as one such avenue.

During a forum in Moscow in December 2024, President Putin discussed the growth of technologies that facilitate money transfers and pointed to Bitcoin as an example of a platform that cannot be outright banned globally. He underscored that new technologies, including Bitcoin, offer alternative routes for financial transactions that are beyond the control of regulators.

“For example, Bitcoin, who can ban it? Nobody,” President Putin remarked while discussing how emerging technologies could empower financial freedom.

The combination of these new regulatory measures and legislative actions demonstrates the increasing importance Russian policymakers assign to the oversight and integration of digital assets in the financial system.
