Binance is making sweeping changes to its Brazil operations as the country's Central Bank licensing deadline approaches. Starting October 27, the exchange will restrict eight services and end trading in 22 tokens for Brazilian users. The affected tokens include $USTC, DUSK, MANTRA, USDe, XVG, DCR, PIVX, and BB, among others.
The affected services are Binance Loans, Binance Pool, Cloud Mining, margin trading, Launchpool, Megadrop, HODLer Airdrops, and Alpha 2.0.Some existing lending and leverage positions may continue to be held, but users will not be allowed to create new positions in those products.
Binance will migrate eligible Brazilian users to a local entity within its group before October 29. The transition will also change arrangements for fiat payments, asset trading, and regulatory reporting.
Brazil's Regulatory Deadline Is Driving the Changes
The overhaul is a direct response to Brazil's new crypto licensing framework. The Banco Central do Brasil introduced three resolutions, numbered 519, 520, and 521, that establish a comprehensive licensing regime for virtual asset service providers, with regulations taking effect on February 2, 2026.Existing virtual asset service providers must file authorisation requests with the central bank by October 30, 2026, after which licensed banks and payment institutions may not transact with unauthorised providers.
Brazil's central bank rolled out the new rules for its $318.8 billion crypto market in February 2026, with a final deadline on October 30, 2026.The framework requires client asset segregation, independent audits, cybersecurity protocols, and minimum capital reserves of approximately R$37.2 million for custodians.
Binance's restructuring is consistent with a broader compliance push across the industry as the October deadline closes in. Separately, Binance is implementing new requirements for Brazilians trading crypto with counterparts outside the country, applying to certain international crypto transactions from November 1, 2026, including documentation about the nature of the trade and the counterparty. The updates were made under Resolution BCB No. 521/2025, which included certain virtual-asset services in the Brazilian foreign exchange regime.
