Binance (@binance) has reopened withdrawals for additional assets across nine networks from 04:00 UTC on November 3, in the second phase of its recovery after a record security breach.

The list includes $BTC, $ETH, $XRP (@XRP), $SOL (@solana), $DOGE (@dogecoin), $LINK (@chainlink), $ADA (@Cardano), $LTC (@litecoin) and $SHIB. Withdrawals will also resume for selected assets on $SUI (@SuiNetwork), Arbitrum $ARB (@arbitrum), Optimism $OP (@Optimism), TRON $TRX (@trondao) and Base (@base).

Gradual rollout tied to security checks

The reopening will not happen all at once. "Like phase one, reopening will roll out progressively across the assets as security and readiness checks are completed," Binance said. The networks in the second phase include BNB Smart Chain, Ethereum, Solana, XRP Ledger, Sui, Arbitrum, Optimism, Tron and Base, according to Binance. The exchange said it is prioritizing tokens based on user demand over the past week, and users can confirm availability on the withdrawal page or the network status page.

Deposit services remain open and unaffected.Binance warned that temporary delays may occur during the rollout due to traffic, and users can try again later if a withdrawal is unsuccessful. Binance has said more assets will follow as they become ready.

Background: the $6.3 billion hack

The second phase follows Binance's $6.3 billion hack. The exchange suspended user withdrawals after the attack on Thursday, which the FBI blamed on North Korean operatives.Binance reopened the Bitcoin network in phase one on November 1.By that point it had resumed withdrawals for 15 digital currencies, including Bitcoin, Solana and Ethereum.

On the question of who bears the losses, Binance said it will absorb the financial impact of the stolen funds, not its users.CNBC noted that restoring backing for about 90% of the assets does not mean Binance recovered 90% of the funds from the attacker.Binance later reported it had covered approximately 95% of the affected assets.

Users moving funds should check the network status page for their specific asset and chain before initiating a transfer, as availability will vary during the phased reopening.
