The Clarity Act will not get a final Senate vote this month. Lawmakers pushed the decision to September, and that delay has kept crypto traders on edge — even as the procedural picture shifted again today.

Bitcoin sits above $65,000. Ethereum holds near $1,900. XRP trades around $1.03. All three have been waiting for a signal out of Washington, and for most of the past week that signal wasn't coming.

Senate Majority Leader John Thune confirmed earlier this week that a final vote would not happen before the August recess.

"Queued up first thing when we come back," he said of September action. Then, today, Thune filed cloture on the motion to proceed — a procedural step that sets up that September vote.

Why Was the Clarity Act Vote Delayed?

The Senate simply ran out of time before the August break. Thune confirmed lawmakers would not vote on final passage until September, when Congress reconvenes.

Betting markets had already priced in the delay before today's cloture filing. Odds tracked on Polymarket for the bill passing sometime in 2026 fell sharply through late July and early August, dropping from roughly 50% earlier in the month to as low as the mid-teens.

That is a steep drop in a short window. It shows how much weight traders have put on this single piece of legislation.

What Does The Delay Mean For Crypto Prices?

With no near-term regulatory resolution expected, price charts are back in the driver's seat. Traders are watching support and resistance levels instead of headlines out of the Senate.

That is a normal pattern. When regulatory catalysts get pushed back, markets often lean harder on technical setups to decide short-term direction.

Bitcoin Price Prediction: Can BTC Break $65,000?

Bitcoin is stuck at a familiar wall. The $65,000 level has capped upside for days, and sellers keep showing up whenever price gets close.

A weekly close above $65,000 could open the door toward $74,000. That is the bullish case chart watchers are tracking right now.

The downside case is just as clear. A close below $60,000 could send Bitcoin toward $50,000, according to technical levels traders are watching.

There is a bright spot underneath the price action. Spot Bitcoin ETFs in the U.S. pulled in $98.85 million in net inflows on August 7, based on SoSoValue data. That marked a fifth straight day of inflows, a sign that some investors are still buying even as price stalls.

Ethereum Price Target: Can ETH Reach $2,000?

Ethereum is holding above $1,900, and that level matters. Chart watchers say $2,000 is the next stop if ETH can defend this zone.

This resistance area is not new. It lines up with a level that has capped Ethereum's price since February, so a break above it would mark a real shift in structure.

A drop below $1,900 would open the door to lower support zones. Analysts are watching the $1,700 to $1,500 range as the next area of interest if that happens.

That is a fairly wide range. Price could react anywhere inside it, so traders are watching volume and order flow for early clues on where buyers might step back in.

XRP Price Outlook: Can XRP Hold $1?

XRP trades near $1.03 after the Clarity Act vote got pushed to September. The token is still sitting above its key $1.00 support level, and that keeps the short-term recovery structure intact.

This is a make-or-break spot for XRP holders. The $1.03 zone has held as support since late June, and how it reacts now matters for the weeks ahead.

A bounce from here could send XRP back toward $1.15 or higher. A break below $1.00 could open the door to a deeper drop instead.

To reach $1.18, XRP needs to hold above $1.00 and break out of its current pattern, based on the levels traders are watching.

Bottom Line: Technical Levels Carry the Market Until September

Pushing the Clarity Act's final vote to September removes a near-term catalyst from the crypto market, even with today's cloture filing keeping the process moving. Lawmakers still have weeks to work out remaining details before the Senate returns.

Until then, technical levels are likely to carry more weight than headlines. Bitcoin needs a stronger push above $65,000. Ethereum needs to reclaim $2,000. XRP needs to hold $1.00 and break its current range.

None of these moves are guaranteed. But the setups are clear, and traders will be watching closely as September approaches.

Filing cloture is a procedural step. It queues up a future vote on the motion to proceed — it does not guarantee the bill passes, and it is a separate threshold from the cloture vote still required later for final passage.

Cloture on the motion to proceed needs 60 votes to succeed. Republicans hold 53 seats, so at least seven Democrats must vote yes for the motion to clear.

That math is still unresolved. Several Democratic negotiators have pushed back on parts of the bill, particularly around bipartisan ethics language and the treatment of staking and stablecoin yield, so the outcome of the eventual cloture vote remains uncertain. Some reporting has indicated Senate Democrats could ultimately deny cloture absent further concessions.

This filing does not change the broader picture. Even with cloture filed, a full Senate vote on passage is still expected to slip into September, keeping the same technical setups in play for Bitcoin, Ethereum, and XRP.
