The Cardano community has voted to allocate 120 million ADA from the network's treasury to AlphaGrowth's PRIME program, one of the larger treasury deployments in the current governance cycle. The proposal cleared with 73.04% of participating voting stake in favour, reflecting broad community backing.

A Push to Close the Liquidity Gap

The approved proposal directs 120 million ADA to AlphaGrowth's PRIME program with the goal of strategically deploying capital to strengthen Cardano's DeFi ecosystem and increase total value locked. The target is ambitious: the program aims to increase Cardano's TVL to more than $200 million. That is a significant step up from where the network currently sits. Cardano's DeFi TVL stands at around $68 million, leaving it well behind larger rivals such as Ethereum and Solana.

Beyond expanding liquidity, the PRIME initiative seeks to reduce ecosystem fragmentation, improve capital efficiency, and stimulate sustainable growth through higher user activity, increased protocol fees, and stronger on-chain engagement.

Safeguards Built Into the Structure

Cardano's decentralized governance system approved the proposal after AlphaGrowth revised its original plan to address concerns raised by community members and delegates. The revised structure includes several accountability measures. These include staggered fund releases over six months, a 24-month TVL observation period, term limits, and greater diversification among the groups responsible for managing the program. Notably, roughly 90 million ADA sits behind a Phase 3 release gate, requiring further audits and approvals before it unlocks, and near-term exposure is limited to around 30 million ADA. AlphaGrowth produces analysis and payment recommendations, the Operating Group holds veto rights, and Intersect custodies the funds via audited treasury contracts from Sundae Labs. Performance fees apply only on verified TVL growth and explicitly exclude the effect of ADA's price movements.

The community also pushed back on spending plans. AlphaGrowth cut the original $2.4 million ecosystem marketing allocation to $648,720 and divided the revised budget into three categories: 40% for external content creators, 50% for activations and advertising, and 10% for tooling.

Prominent DRep Dave switched his vote to yes, while Iagon founder Dr. Navjit Dhaliwal and the Cardano Foundation also supported the revised proposal, lending institutional weight to the initiative ahead of its execution phase.
