The fund is structured to provide 3x leverage, meaning it aims to return three times the daily move of Bitcoin. The stages are distinct: filing, regulatory review, approval, and finally launch. Each depends on the SEC’s assessment and any amendments to the final documentation, and none is guaranteed by the submission itself.
