China plans to largely complete a national blockchain network by 2030, but the infrastructure is not expected to support public cryptocurrencies such as $XRP or $BTC. Beijing continues to promote blockchain as a strategic technology while enforcing a ban on crypto-related business activity.

What the 15th Five-Year Plan says

According to Cointelegraph, the 15th Five-Year Plan for National Informatization was issued by the Central Cyberspace Affairs Commission, a senior Communist Party body that coordinates digital development policy. The plan calls for deeper blockchain use in trade and finance in the Yangtze River Delta, and large-scale deployment in manufacturing and agriculture in the Chengdu-Chongqing region in southwestern China.

The document also calls for stronger blockchain technical standards and wider use of the technology in data circulation and trading, per the same report. It sets an explicit completion target for a project that was already part of China's national development plan released in March. A joint policy from the Communist Party's central leadership and the State Council, published on Oct. 9, had earlier called for the network to be built.

The informatization plan lists the national blockchain network alongside other 2030 goals, including a fully built new-generation communication network and the commercial launch of 6G at an appropriate time, according to a summary published by PANews.

Under the plan, distribution nodes are being set up around business centers. They are expected to focus on cross-border trade and clearing in the Yangtze River Delta, and on logistics tracing in the Chengdu-Chongqing industrial belt.

Blockchain yes, crypto no

The push for state-backed blockchain infrastructure sits alongside a firm stance against digital assets. Cointelegraph noted that mainland China bans cryptocurrency-related business activities while promoting blockchain technology as a national priority.

That position was reinforced last year. According to Payment Expert, the People's Bank of China convened 13 agencies on Nov. 28, 2025 to reaffirm the ban on crypto trading and flag stablecoins as a new enforcement focus. The central bank said stablecoins cannot effectively meet customer identification and anti-money laundering requirements, as reported by CoinGeek.

For holders and traders of $XRP, $BTC and other tokens, the message is consistent: the network is designed as state infrastructure for trade, logistics and data, not as a route for public crypto assets to gain access to the mainland market. The plan does not name specific tokens, so any implication for individual assets such as XRP remains an inference from China's wider policy.
