  • EIP-8363 will no longer be considered for Ethereum Hegota.
  • Developers want issuance policy debated outside the fork-scoping process.
  • Current validator rewards remain unchanged while new forums are planned.

Ethereum developers have withdrawn EIP-8363 from consideration for the Hegota upgrade after months of debate over staking policy. Co-author Jérôme de Tychey said the fork process was not the right venue for settling issuance changes.

The proposal would have burned more validator rewards as the amount of staked ETH increased. Developers will now move the discussion into a separate process.

EIP-8363 Leaves Hegota After Issuance Policy Pushback

De Tychey said protocol contributors, client teams and industry participants raised concerns about using Hegota to settle monetary policy. The authors agreed and removed EIP-8363 from the upgrade process.

The proposal would increase the share of consensus rewards burned as Ethereum staking participation rises. At about 60.25 million staked ETH, the burn could reach 100%.

Around 34% of ETH supply was staked in August. At that level, EIP-8363 would have reduced annual consensus yield from roughly 2.6% to 1.2%.

Critics raised concerns about security, solo stakers, validator composition and wider industry effects. SharpLink CEO Joseph Chalom argued the proposal could damage DeFi, while Aave founder Stani Kulechov also opposed it.

EIP-8363 Debate Moves Into Separate Ethereum Forums

The authors now plan a dedicated process for Ethereum issuance policy. An issuance forum at Devcon in November will follow an earlier EthCC roundtable.

Further workshops could run through February and March, with another forum tentatively planned at Columbia University in January. The process may conclude at EthCC in April.

There, developers could seek Consideration for Inclusion or Scheduled for Inclusion status for a revised proposal.

De Tychey said the team still supports the motivation behind EIP-8363. Its authors argue excessive staking could affect Ethereum security, neutrality and resistance to capture.

For now, Ethereum staking rewards remain unchanged. Hegota remains in planning after Glamsterdam, while EIP-8363 stays outside the scheduled upgrade scope.
