The National Organization of Black Law Enforcement Executives has become the first major law enforcement organization to endorse the Digital Asset Market CLARITY Act. According to a letter sent to Senate leaders, the organization believes the legislation expands investigative capabilities while preserving longstanding federal criminal enforcement authorities.

NOBLE National President Reneé Hall addressed the July 1, 2026, letter to Senate Majority Leader John Thune and Senate Minority Leader Charles Schumer. The organization said it carefully reviewed the proposed legislation before issuing its endorsement. Although it acknowledged that some law enforcement officials disagree with certain provisions, it concluded the bill’s overall benefits outweigh those concerns.

According to the letter, the CLARITY Act would introduce new regulatory obligations for additional participants across the digital asset industry. Moreover, it would strengthen digital asset forfeiture authorities, improve compliance requirements, and increase oversight of digital asset kiosks. NOBLE said those measures would improve investigative visibility while giving agencies more effective tools to combat financial crime.

NOBLE Says Criminal Enforcement Powers Remain Intact

NOBLE emphasized that the legislation does not weaken the federal criminal statutes investigators and prosecutors already rely on. According to the organization, laws covering money laundering, unlicensed money transmitting businesses, conspiracy, aiding and abetting, and sanctions enforcement would remain fully enforceable under the proposed framework.

The endorsement also addresses concerns surrounding the Blockchain Regulatory Certainty Act, which forms part of the broader CLARITY Act. Some law enforcement groups have argued that the BRCA could reduce regulatory oversight for blockchain developers and service providers. However, NOBLE rejected that interpretation, stating that the legislation leaves existing criminal authorities unchanged while expanding oversight in other areas.

The endorsement adds another layer of support for legislation that already has strong political advocates. Senator Cynthia Lummis said the United States has historically led major technological revolutions, including the railroad, the internet, and the smartphone. She argued that digital assets represent the next stage of innovation and said the CLARITY Act would help maintain America’s leadership in the sector.

NOBLE Calls for Continued Industry Cooperation

Beyond supporting the bill, NOBLE urged continued collaboration among Congress, the Justice Department, the Treasury Department, FinCEN, regulators, prosecutors, state and local law enforcement agencies, and industry participants. The organization said ongoing cooperation would ensure investigators receive the training, guidance, and resources needed as the digital asset industry continues to develop.

NOBLE’s endorsement marks the first formal backing of the CLARITY Act by a major national law enforcement organization. As Senate debate continues, the endorsement strengthens the argument that the legislation can improve oversight while preserving the criminal enforcement authorities agencies currently use.
