The Polkadot Community Foundation (PCF) has proposed a new strategic mandate for the DOT DAO that puts user adoption ahead of infrastructure growth. The plan, which involves Polkadot (@Polkadot)$DOT, centres on a new Polkadot Product Platform and on dotUSD, a DOT-linked stable asset.

A shift from infrastructure to users

According to Crypto Times, the proposal was submitted to OpenGov on October 12 as Referendum 1954 and seeks to set a binding strategic mandate for the DAO. It prioritises user acquisition over metrics such as ecosystem size and total value locked, and aims to compete with Web2 and mobile platforms.

The Polkadot Product Platform is meant to be the centrepiece. Phemex reports that it would go beyond parachain infrastructure to include data storage, user interaction and product distribution. The design stresses Web2-grade experiences, such as freemium models and mobile-first design, while keeping Web3 principles like self-sovereignty and privacy.

The mandate is not a technical specification. Crypto Times notes that the Fellowship and implementing entities would keep autonomy over technical guidance and execution, provided their work aligns with the mandate if approved.

dotUSD and demand for DOT

A second priority is dotStables, permissionless stable-value assets collateralised by DOT. Phemex says the model is designed to convert demand for stable assets into demand for the native token. In practice, wider use of dotUSD for payments and transactions inside Polkadot applications could increase the amount of DOT locked as collateral.

dotUSD is already live in an early form. Crypto Times reported that it launched on mainnet through OpenGov Referendum 1944, which passed with 98.4% support. The first phase, however, relies on USDT reserves. Digital Today reports that users mint dotUSD by depositing USDT one-to-one through an on-chain Peg Stability Module, with DOT-collateral vaults, price oracles, stability pools and liquidation mechanisms expected at a later stage.

Implementation would begin with dotUSD and the platform, depending on whether the proposal succeeds. The mandate has not been approved and remains under consideration.

The proposal also carries risk. dotStables could lose their peg, which would expose users to losses. The collateral-based design relies on liquidation mechanics to cover debt if the value of deposited DOT falls, and the early USDT-backed structure has drawn debate over how closely it matches the original DOT-collateral concept.
