Key takeaways

  • Ripple receives final OCC approval for national trust bank
  • RLUSD reserve management gains additional federal regulatory supervision
  • XRP price shows limited reaction despite banking milestone

Ripple has received final approval from the Office of the Comptroller of the Currency to establish Ripple National Trust Bank, completing a federal authorization process as its RLUSD stablecoin reaches approximately $2.5 billion in market capitalization.

The company confirmed the decision on October 26 in an official announcement, ending the conditional approval stage that began in December 2025. The federally supervised institution will manage RLUSD reserves, act as collateral trustee for token holders and provide fiduciary digital asset custody services.

The decision completes Ripple's earlier banking application process, moving its institutional infrastructure further into the U.S. banking system without turning the company into a conventional retail bank.

Ripple National Trust Bank Gains Federal Oversight of RLUSD Reserves

The approved structure divides responsibilities between two Ripple subsidiaries.

Standard Custody & Trust Company, regulated by the New York Department of Financial Services, will continue issuing RLUSD. Ripple National Trust Bank will manage segregated reserves and serve as collateral trustee for the benefit of holders.

That means the stablecoin's underlying reserve-management infrastructure gains OCC supervision while issuance remains under New York's existing regulatory framework.

Ripple says RLUSD is fully backed by dollar deposits, U.S. government securities and cash equivalents. BNY remains its primary reserve custodian, while independent monthly attestations provide information about circulating tokens and reserve assets.

The stablecoin's growth has already attracted established financial institutions. Standard Chartered recently introduced RLUSD custody services connected to institutional trading infrastructure.

Meanwhile, RLUSD lending markets have expanded the token's applications beyond straightforward payment transfers.

The new charter may strengthen Ripple's institutional proposition, although federal supervision does not guarantee redemption performance or eliminate all financial risks.

What Ripple's Bank Approval Actually Allows

Ripple National Trust Bank will be authorized to provide fiduciary custody services when it opens, including safeguarding digital assets on behalf of institutional clients.

However, the national trust charter does not authorize ordinary retail banking activities such as consumer lending or conventional deposit-taking.

The distinction matters because the OCC's earlier approval specifically limited the proposed bank to trust-company activities.

Ripple's milestone also arrives shortly after the OCC finalized GENIUS Act regulations, establishing federal operating standards for payment stablecoins ahead of January 2027.

The charter gives Ripple a federally supervised institution, but it does not automatically resolve every issuer obligation under the upcoming rules.

What Does Ripple's Approval Mean for XRP Price?

Despite the regulatory milestone, XRP traded around $1.30 on October 27, according to contemporaneous market reporting, suggesting a relatively muted immediate price reaction.

RLUSD is issued on blockchain networks including XRP Ledger and Ethereum. Expanding stablecoin custody or reserve management does not necessarily require institutions to purchase additional XRP.

Ripple is separately developing XRP-based lending and payment-financing services that could create more direct connections to the token.

Institutional adoption also depends on whether companies choose Ripple's services. An earlier RLUSD payment partnership involving Arf illustrates one potential route into cross-border finance, but its transaction volume should not be treated as XRP trading demand.
