Shares of Sunrise Energy Metals finished Monday’s trading session on the Australian Securities Exchange 16% higher at 18.49 Australian dollars, after touching an intraday peak gain of 29%.

The stock’s surge came after Friday’s disclosure that the Office of Strategic Capital within the U.S. Department of Defense had conditionally approved a debt facility of up to $400 million for the mining company, structured as a 25-year loan arrangement.

The capital will be directed toward advancing the Syerston Project located in New South Wales, which is positioned to become the planet’s inaugural primary scandium extraction facility.

Scandium is a rare earth metal with a silvery-white appearance, valued for enhancing aluminum’s structural integrity while maintaining heat tolerance and flexibility. The element plays a crucial role in military applications, aviation manufacturing, and data center technology supporting artificial intelligence operations.

Robert Friedland, Chairman of Sunrise, described the financing arrangement as “a landmark moment” for both the company and Australia’s broader mining sector.

“The world has entered an era in which access to critical minerals will shape industrial strength, technology leadership and national security,” Friedland said in a statement to the ASX.

David A. Lorch, who serves as director of the OSC and senior advisor to Deputy Secretary of Defense Steve Feinberg, indicated the arrangement would “help address foreign dependencies in scandium supply.”

The Strategic Importance of Scandium

Beijing maintains dominant control over global rare earth mineral supply chains, accounting for roughly 70% of worldwide mining output and nearly 90% of international processing operations.

Governments across Western nations have identified this concentration as a significant strategic risk, especially as requirements for essential minerals increase in tandem with renewable energy expansion and military budget allocations.

The Trump administration has pursued an aggressive strategy to decrease American dependency on Chinese mineral supplies, with Friday’s DoD financing representing one component of a larger initiative.

The Pentagon simultaneously announced a $1.4 billion loan commitment to battery manufacturer Sila Nanotechnologies, $150 million to magnet producer Niron Magnetics, and an $85.5 million equity stake in Strategic Bauxite.

American Exchange Listing Under Consideration

Sam Riggall, Chief Executive Officer of Sunrise, stated to CNBC in late June that the Syerston Project would possess “the capacity to replace everything that China supplies today from this one mining operation.”

On Friday, the company disclosed it had initiated preparatory work toward securing a listing on a United States stock exchange, while emphasizing that completion of such a listing cannot be guaranteed.

This development followed closely after a recent meeting between President Trump and mining industry leaders.

Sunrise shares began Monday’s trading with substantial gains before moderating somewhat by the session’s conclusion.
