Regulatory momentum is building in the U.S., and some analysts believe Europe is already a step ahead. Crypto analyst Dark Defender (@DefendDark) responded to a video of Representative Bryan Steil on Fox Business, predicting that regulated exchanges will boom once the CLARITY Act passes.
Dark Defender called Senate passage likely for next week, citing Steil’s comments as the basis for his optimism.
Steil appeared on Fox Business with Maria Bartiromo on July 17, the first anniversary of passing the bill in the House. He told Bartiromo he is “optimistic that we get this across the line next week in the United States Senate.”
He called it “absolutely essential that the United States sets the gold standard for regulations in the digital assets space.” He also argued that the Senate must act to “unlock so much capital, human capital and financial capital” into American markets.
Where the Bill Stands
The CLARITY Act passed the House on July 17, 2025. The Senate Banking Committee cleared it on May 14, 2026, and it has sat on the Senate Legislative Calendar since June 1 with no floor vote scheduled.
Republicans hold 53 seats but stand to lose at least two on substantive grounds, meaning they need at least seven Democratic crossovers to get it across the line. The window is closing, with August 7 marking the Senate’s last day before summer recess. However, Democrats have drawn a hard line because of Donald Trump’s past actions, lowering the chances of the bill passing the Senate.
Some in the community expressed doubt that the passage would happen as quickly as suggested. Others questioned whether the votes were there at all, citing the difficulty of reaching 60. A few remained hopeful that progress was still possible.
Ripple’s MiCA Approval Adds to the Momentum
While the CLARITY Act works through the Senate, Ripple secured full MiCA authorization from Luxembourg’s financial regulator on July 6. This makes it compliant to offer regulated crypto services across all 30 European Economic Area countries.
Ripple’s payments and liquidity services are built around XRP and RLUSD, its dollar-pegged stablecoin. Dark Defender highlighted MiCA-licensed exchanges and compliant stablecoins in euros and pound sterling as part of a larger regulatory picture.
Why This All Points to XRP
The CLARITY Act would cement XRP’s status as a non-security in permanent law. Ripple’s MiCA approval opens the European market for RLUSD and XRP-based payment infrastructure simultaneously. With regulatory clarity advancing in both the U.S. and Europe, the conditions for institutional adoption of XRP are strengthening on multiple fronts.
