Sergey Voropanov, Minister of Energy of the Moscow Region, has proposed banning cryptocurrency mining in Moscow and the surrounding region. The proposal was presented at the Energoprom-2026 forum in Kazan. The initiative is driven by rising pressure on the regional power grid and rapid data center expansion.
At the Energoprom-2026 forum, Voropanov called for a ban on crypto mining in the Moscow region. According to his estimates, mining consumes around 1 gigawatt of power. About half of this load is concentrated in Moscow and the surrounding area. The minister stated that such consumption does not provide meaningful economic benefits to the region.
He also proposed:
The measures target data centers with capacity above 10 MW.
The growth of mining and data centers is increasing pressure on the power system. Currently, 65 data centers operate in the region. Their total capacity is about 734 MW. By 2032, this figure could rise to 3.6 GW. This would represent approximately 17% of peak system load. Such growth requires proactive regulation.
Russia has already introduced mining restrictions in several regions. Since January 1, 2025, mining has been fully banned in certain areas. These include: Dagestan, Ingushetia, Chechnya, Kabardino-Balkaria.
Seasonal restrictions in other regions were later converted into permanent bans.
The proposal could significantly impact Russia’s mining sector. The Moscow region is a major infrastructure hub.
Potential effects include:
Restrictions may also affect data center development.
The initiative signals tighter regulation of the mining sector. Authorities are focusing on managing energy consumption.
Mining is increasingly viewed as a strain on infrastructure. This is reshaping the regulatory approach.
Companies may accelerate relocation and adjust business models. In the long term, mining activity could concentrate in energy-surplus regions.
