A federal grand jury in Ohio has indicted six Chinese nationals and two Chinese chemical companies for using cryptocurrency to facilitate fentanyl precursor sales to Mexico's Gulf Cartel, marking the first time material support charges for a foreign terrorist organization have been brought against Chinese chemical suppliers in the Southern District of Ohio.
The indictment, unsealed on March 24, 2026 in the Southern District of Ohio (Dayton), names Shandong Believe Chemical Company PTE Ltd. and Shandong Ranhang Biotechnology Co. Ltd. as the corporate defendants. Six individuals face charges: Hanson Zhao, Gao Yanpeng, Xia Yi, Zhang Jian, Wang Zhaolan, and Zhang Chunhai.
The charges include conspiracy to distribute fentanyl, money laundering, and material support to a designated foreign terrorist organization. Three of the six defendants face the terrorism-financing charge, which became possible after the Gulf Cartel (Cártel del Golfo) was designated a Foreign Terrorist Organization in 2025.

The defendants allegedly marketed fentanyl precursors and cutting agents, including medetomidine, a veterinary tranquilizer that can extend one kilogram of fentanyl into dozens of kilograms of street product. The operation, dubbed "Operation Box Cutter," represents a broader DOJ escalation against Chinese chemical suppliers fueling the fentanyl crisis.
U.S. Attorney Dominick Gerace stated that this is "the first time such material support charges have been brought in this district against Chinese chemical suppliers in connection with a Mexican cartel." The case builds on a growing pattern of cross-border enforcement actions, including a September 2025 DOJ indictment of 22 Chinese nationals and four pharmaceutical companies in a separate fentanyl trafficking conspiracy.
The Gulf Cartel allegedly paid for fentanyl precursors using cryptocurrency sent directly to digital wallets controlled by the defendants. Funds were then layered through multiple wallets before being converted to traditional currency via international banks, a structure designed to obscure the money trail.
The indictment identifies approximately $26,000 in cryptocurrency held in a Binance account registered to defendant Wang Zhaolan as subject to forfeiture. While modest compared to the likely scale of the overall operation, the seizure signals that even small crypto balances are now within reach of federal investigators pursuing narcotics financing.

The multi-wallet layering technique described in the indictment is a well-documented laundering method. Funds move rapidly between wallets to create distance from the original transaction before hitting an exchange or OTC desk for conversion to fiat. The fact that authorities traced these flows back to specific defendants underscores the forensic traceability of blockchain transactions, even when obfuscation techniques are employed.
FBI Special Agent Jason Cromartie stated that "the FBI is aggressively pursuing entities in China involved in narcotics trafficking and terrorist organizations." The bureau's ability to link on-chain wallet activity to named individuals and a specific exchange account reflects the growing sophistication of federal blockchain analytics capabilities.
The case adds to mounting regulatory pressure on crypto exchanges to strengthen compliance screening for illicit finance. With Binance already under a federal monitorship following its 2023 settlement, the identification of a Binance-hosted account in a terrorism-financing indictment will likely intensify scrutiny of exchange-level controls for detecting narcotics-related fund flows.
